Անկախ պատգամավոր, իրավաբան ու նախկինում փաստաբան Էդմոն Մարուքյանը Գյումրիի ոճրագործության մեջ մեղադրվող ռուս սահմանապահի՝ Հայաստանում դատապարտվելու ու պատասխանառվության ենթարկվելու մասին «Հրապարակ»-ի հետ զրույցում ասաց. «Ծայրահեղ դեպքում, եթե մեզ հանձնման խնդիրը չլուծվի, և ռուսական կողմը չբավարարի մեր դատախազության պահանջը, ապա գոնե դատավարությունը կլինի ռուսական կայազորային դատարանում, և մեր հանրությունը, բոլոր շահագրգիռ մարդիկ հնարավորություն կունենան գոնե հետևելու այդ դատավարությանը և տեսնելու, որ ոճրագործն օրենքի ողջ խստությամբ պատասխանատվության է ենթարկվում: Մի շարք իրավաբաններ պնդում են այն թեզը, որ հանցագործությունը կատարվել է Հայաստանի տարածքում՝ Գյումրի քաղաքում, բացի այդ, նա բերման է ենթարկվել կրկին Հայաստանի տարածքում՝ հայ-թուրքական սահմանի մոտ, և ռուսները պարտավոր էին հանձնել հայ իրավապահներին։ Հիմա, ըստ Ձեզ, ստեղծված իրավիճակն օրինակա՞ն է։ Ստեղծված իրավիճակի օրինականությունը կքննարկվի դատարանում։ Թե ինչ քայլեր են տեղի ունեցել, այդտեղ բազմաթիվ հացեր կան՝ ինչպես է այդ մարդը հասել սահման, ինչպես ստացվեց, որ մերոնք չկարողացան բռնել և ռուս սահմանապահները բռնեցին… սրանք հարցեր են, որոնք քննարկման առարկա են, և մեր պահանջն է լինելու, որ էդ բոլոր հարցերին պատասխան տրվի։ Գևորգ Կոստանյանը երեկ խոստացավ պահանջ ներկայացնել ՌԴ իր գործընկերոջը՝ Պերմյակովին մեզ հանձնելու վերաբերյալ։ Իրականում հենց սկզբի՞ց չպետք է նա այդ պահանջը ներկայացներ, ոչ թե հիմա՝ ժողովրդի ճնշման ներքո։ Ես կարծում եմ՝ այդ հայտարարությունը, որ նա կդիմի, դեռ չի նշանակում, որ ռուսական կողմը կբավարարի։ Այն փաստարկը, որ Սահմանադրության հետ խնդիր կա, դա շատ անբեկանելի իրավիճակ է ստեղծում։ Եթե Ռուսական կողմն իրականացնի դատավարությունը, հանցագործը գոնե պատիժը Հայաստանում կկրի՞։ Ես ասացի արդեն՝ ծայրահեղ դեպքում գոնե դա պետք է արվի, որ դատավարությունն ամբողջությամբ թափանցիկ լինի և Հայաստանում լինի, որ մեր հասարակությունը տեսնի, որ ոճրագործը պատասխանատվության է ենթարկվում։ Իսկ պատժի կրման հարցն արդեն դատավարությունից հետո քննարկման հարց է, բայց պրակտիկան ցույց է տալիս, որ նա պատիժը կկրի Ռուսաստանում։ Շարունակությունը՝ թերթի այսօրվա համարում
