Բազմիցս առիթ ունեցել եմ ասելու, որ քաղաքականության մեջ բարեկամ փնտրելը կամ որևէ մեկին բարեկամ համարելն ամենամեծ միամտությունն եմ համարում: Արտաքին քաղաքականության մեջ, առավել ևս, յուրաքանչյուր պետություն շարժվում է միմիայն ըստ իր շահերի: Այնպես որ գործընկերը կամ որոշ հարցերում ընդհանուր շահ ունեցողը բարեկամության հետ ոչ մի առնչություն չունի, վերաբերմունքն էլ կրկին կախված է շահերից:
Իսկ թե ինչպես են վերաբերվում Հայաստանին աշխարհի տարբեր պետություններ, նաև ում շահերն են համընկնում մեր շահերի հետ, ավելի հստակ կիմանանք առաջիկա 3 ամիսների ընթացքում, երբ երկրների ղեկավարները կկողմնորոշվեն՝ ում հրավերը ընդունել՝ Սերժ Սարգսյանի՞, թե՞ Ռեջեփ Էրդողանի: Բանն այն է, որ մինչ Հայաստանը նախապատրաստվում է ցեղասպանության հարյուրամյակը նշելուն, Թուրքիան էլ անգործ չի մնում և նույն օրը՝ ապրիլի 24-ին, բոլոր երկրների ղեկավարներին հրավիրում է Թուրքիա՝ մասնակցելու Գալիպոլիի ճակատամարտի 100-ամյակը նշելու արարողություններին:
Նույնիսկ արդեն հայտնի են հրավերն ընդունողներից երկուսը. Մեծ Բրիտանիայի արքայազն Չարլզև և արքայազն Ուիլյամսը ապրիլի 24-ին կլինեն Թուրքիայում: Միջոցառումներին կմասնակցեն նաև Ավստրալիայի և Նոր Զելանդիայի վարչապետերը: Մեծ Բրիտանիայի դեպքում սա, իհարկե, սպասելի էր, քանի որ այդ պետությունը երբևէ չի թաքցրել իր թուրքամետ դիրքորոշումը, ընդ որում՝ չի թաքցրել նաև Հայաստանի սահամններում. դեռ ամիսներ առաջ էր, որ Հայաստանում Բրիտանիայի դեսպանատան հովանավորությամբ իրականացվում էր «100 տարի իրական պատմություններ» կոչվող թուրքամետ ծրագիրը, որի քողարկված նպատակն էր ցեղասպանության օրերին որոշ հայերի՝ թուրքերի կողմից փրկվելու մի քանի դեպքերը հրապարակելով՝ թուրքամետ քարոզչություն իրականացնել Հայաստանում:
Նույնը կարող եմ ասել նաև ԱՄՆ-ի մասին, որ ապրիլի 24-ին ավելի հավանական է ԱՄՆ պաշտոնյաների ներկայությունը Թուրքիայում, քան Հայաստանում, քանի որ վաղուց արդեն պարզ է, որ այդ պետությունը երբևէ չի ունեցել և չունի Հայոց ցեղասպանությունը ճանաչելու նպատակ: Հայերի ցեղասպանությունը ԱՄՆ-ի յուրաքանչյուր նախագահի համար ընդամենը նախընտրական շրջանում շահարկելու միջոց է, ուրիշ ոչինչ: Ընտրվելուց հետո շատ արագ այն մոռացվում է:
Ինչ վերաբերում է Հայոց ցեղասպանությունը ճանաչած և դատապարտած պետություններին, ապա, իհարկե, կարելի է ակնկալել, որ ապրիլի 24-ին այդ պետությունների ներկայացուցիչներից կայցելեն Երևան, սակայն չի բացառվում նաև, որ նույն պետությունը մեկական ներկայացուցիչ ուղարկի և՛ Հայաստան, և՛ Թուրքիա, քանի որ երկակի ստանդարտներով առաջնորդվելը այսօր պետությունների համար նորմալ երևույթ է: Ի դեպ, Հայաստան և Թուրքիա մեկական ներկայացուցիչ ուղարկելը չեմ բացառում նաև Ռուսաստանի Դաշնության կողմից, քանի որ վերջերս Ռուսաստանի և Թուրքիայի միջև գազային սիրավեպ է սկսվել, ինչը, իհարկե, ինչ-որ ձևով պետք է արտահայտվի:
Վերջում նշեմ, որ թեպետ ՀՀ նախագահի պատասխան նամակը Էրդողանին տեղին էր և դիպուկ, սակայն, միևնույն է՝ Թուրքիայի այս ստոր մտահղացումը կարող է աշխատել ի վնաս մեզ: Իսկ համերաշխության կոչեր անողների և թուրքին թշնամի չհամարողների համար թող սա դաս լինի, որ թուրքը մեզ համար մնում է թուրք, թշնամի պետությունն էլ՝ թշնամի պետություն: Քաղաքականության մեջ բարեկամներ չեն լինում, բայց թշնամիներ կարող են լինել:
Ինձ նաև մի բան է հետաքրքիր. մի՞թե մեր արտգործնախարարությունը նախապես չգիտեր Թուրքիայի այդ ծրագրի մասին և չկարողացավ կանխարգելող որևէ քայլեր ձեռնարկել, կամ ընդհանրապես ինչո՞վ է զբաղված մեր արտգործնախարարը: Եթե չեմ սխալվում՝ վերջին անգամ նրան տեսնող է եղել Բուրկինա-Ֆասոյի թե Վանուատուի հետ դիվանագիտական հարաբերություններ հաստատելիս, ու մեկ էլ՝ Էրդողանի երդմնակալության արարողությանը:
