Ռուսաստանի Դաշնությունը հայկական կողմի հետ կքննարկի 2014 թվականի ամռանը Լեռնային Ղարաբաղի Հանրապետության զինված ուժերի կողմից ձերբակալված դիվերսանտ Դիլգամ Ասքերովի հարցը: Ինչպես հաղորդում է Orer.am-ը' վկայակոչելով ռուսական «ՏԱՍՍ» գործակալությունը, այս մասին մամուլի ասուլիսի ժամանակ, պատասխանելով ադրբեջանցի լրագրողի հարցին, ասել է ՌԴ արտաքին գործերի նախարար Սերգեյ Լավրովը:
Նա նշել, որ Ռուսաստանն ուշադրությամբ հետևում է տարբեր երկրներում ձերբակալված ռուսաստանցիների ճակատագրին: ՌԴ արտգործնախարարի հավաստմամբ' Ռուսաստանը տվյալ երկրների հետ գոյություն ունեցող երկկողմ հարաբերությունների շրջանակներում առկա միջոցներով կայացնում է համապատասխան որոշումներն իր ձերբակալված քաղաքացիների վերաբերյալ' հաշվի առնելով նաև ձերբակալությունների պատճառը, մեղադրանքի ծանրությունը, ինչպես նաև նրանց կալանքի պայմանները: «Ինչ վերաբերում է ադրբեջանական ծագում ունեցող՝ Ռուսաստանի քաղաքացուն, որին ձերբակալել է հայկական կողմը, մենք այդ հարցը կքննարկենք հայկական կողմի հետ»,- նշել է Լավրովը:
ԼՂՀ պաշտպանության նախարարության, ԼՂՀ ազգային անվտանգության ծառայության և ԼՂՀ ոստիկանության համապատասխան ստորաբաժանումների կողմից 2014 թվականի հուլիսի 11-ին ձեռնարկված օպերատիվ-հետախուզական միջոցառումների արդյունքում ԼՂՀ Շահումյանի շրջանի տարածքում հայտնաբերվել և ձերբակալվել են պետական սահմանն ապօրինաբար հատած Ադրբեջանի Հանրապետության քաղաքացիներ Շահբազ Ջալալ օղլը Գուլիևը (ծնվ.1968թ.) և Դիլհամ Գարդաշխան օղլը Ասքերովը (ծնվ. 1960թ.), ևս մեկ դիվերսանտ' Ադրբեջանի քաղաքացի Հասան Հասանովը (ծնվ.1978թ.) դիմադրություն ցույց տալու պատճառով ոչնչացվել է: Դիլհամ Ասկերովը դատապարտվել է ցմահ, իսկ Շահբազ Գուլիևը՝ 22 տարվա ազատազրկման՝ լրտեսության, առանց պատշաճ թույլտվության Լեռնային Ղարաբաղի պետական սահմանը հատելու, ապօրինի կերպով հրազեն և ռազմամթերք կրելու, մարդուն բացահայտ առևանգելու և սպանության համար։
