Ինչպե՞ս է Հայաստանում ձևավորվում քաղաքական իշխանությունը: Առաջին հայացքից ակնհայտ թվացող այս հարցի պատասխանը իրականում այդքան էլ պարզ չէ: Թվում է, թե հարցադրման պատասխանը միանշանակ է. ժողովրդավարական-քաղաքական կազմակերպման ավանդույթներ չունեցող մեր հասարակության մեջ քաղաքական իշխանության ձեռքբերման ամենաարդյունավետ միջոցներն են ընտրակաշառքները, ընտրակեղծիքները, բռնությունները, վարչական ապօրինի ռեսուրսի կիրառումը, քաղաքական ընդդիմության անվճռականությունը և այլն, և այլն: Այս պատասխանները որքան որ ճշմարիտ են, այնքան էլ պարզ են ու ակնհայտ:Իրականում, քաղաքականության մեջ հաջողվածությունը արևմտյան քաղաքակրթական տարածությունում (որին որ հավակնում է պատկանել նաև մեր հասարակությունը) մարդկանց կամքի քանակական կուտակվածության ապահովման կազմակերպումն է: Դա մեկ բառով կոչվում է ժողովրդավարություն: Սրա համար ամենևին էլ էական չէ, թե կուտակվածության կենտրոնն ինչը կարող է լինել: Մարդկանց կամքերի քանակական կուտակման կենտրոն կարող է լինել փողը, ուժը, ամբոխահաճո գաղափարը և այլն: Խնդիրը այդ կուտակման ապահովման մեջ է:Կախված այն հանգամանքից, թե ինչն է տվյալ հասարակության անդամների համար ծառայում որպես արժեք, որոշվում է նաև, թե տվյալ հասարակության մեջ ինչը կարող է լինել կամքերի կուտակման կենտրոն: Եթե հասարակությունը ունի սպառողական միտվածություն, այսինքն` երբ տվյալ հասարակության անդամների մեծամասնության համար կյանքը դիտվում է որպես սպառման ենթակա առարկա, որի ընթացքում մարդը պետք է արդյունավետորեն օգտագործի իր կենսական ժամանակը հնարավորինս շատ հաճույքներով՝ կենցաղային խաղալիքներով իր կյանքը լցնելու համար, ապա, բնականաբար, այդ հասարակության համար կամքերի կուտակման կենտրոն կլինի փողը:
Եթե հասարակությունը ունի ուղղահայաց ավտորիտար սոցիալական հարաբերությունների կազմակերպման ձև, այսինքն` երբ տվյալ հասարակության մեջ վճռորոշ ձայնի իրավունք ունի ոչ թե ռացիոնալությունը կամ մարդակենտրոնությունը, այլ` հեղինակությունը (որը կարող է լինել եկեղեցին, շենքի` քաղաքապետարանում աշխատող պաշտոնյան, բարեկամ «դեպուտատը», ծանոթ «գայի պետը» և այլն), ապա, բնականաբար, այդ հասարակության մեջ կամքերի կուտակման կենտրոն կարող է լինել այս կամ այն ճանապարհով հեղինակություն «վաստակած» անձի շուրջ ձևավորված կլանը: Եթե հասարակության մեջ բացակայում են ուրիշի, վերջինիս կարծիքի նկատմամբ հանդուրժողականության մշակույթը, ապա, անհրաժեշտաբար, տվյալ հասարակության մեջ բռնությունը կդիտվի որպես կամքերի հավաքագրման ձգողական կենտրոն: Հետևաբար քաղաքական իշխանության ձեռքբերման հարցադրումի պատասխանները թաքնված են տվյալ հասարակության սոցիալ-հոգեբանական, մշակութային, քաղաքակրթական բնութագրերի քողի տակ: Ուստի, նաև մեր հասարակությունում քաղաքական իշխանությունը ձևավորվում է իսկապես ժողովրդավարության տառին համապատասխան, այն է թե` կամքերի կուտակվածության արդյունքում, սակայն, թե ինչի շուրջ է կուտակվում մարդկային կամքերի այդ զանգվածը, արդեն քաղաքական խնդիր չէ, այլ ամեն մի առանձին մարդու` իր և հասարակության կյանքի նկատմամբ դիրքորոշման կերպի հարց է:Լևոն ԲաբաջանյանOrer.am, վերլուծաբան
