Էլեկտրոնային կառավարման ընդհանուր ցուցանիշով Երևանը լավագույն քաղաքների հնգյակում է, իսկ էլեկտրոնային կառավարման մատչելիության կամ օգտագործման հարմարավետության չափորոշիչով Հայաստանի մայրաքաղաքը աշխարհի 100 խոշոր քաղաքների շարքում զբաղեցնում է առաջին հորիզոնականը:
Այս մասին նշված է տարեվերջին հրապարակված «Քաղաքների էլեկտրոնային կառավարում» 2013-14 թթ. ուսումնասիրության մեջ, որը 2003 թվականից ի վեր իրականացնում է ԱՄՆ-ի հեղինակավոր Rutgers համալսարանի Հանրային հարաբերությունների և վարչարարության դպրոցի էլեկտրոնային կառավարման ինստիտուտը:
Երևանի քաղաքապետի տեղակալ Վահե Նիկոյանը հունվարի 27-ին քաղաքապետարանում հրավիրված մամուլի ասուլիսի ընթացքում ուրախությամբ փաստեց, որ Երևանն աշխարհի 100 քաղաքներում հինգերորդ հորիզոնականն է զբաղեցրել՝ առաջ անցնելով բազմաթիվ քաղաքներից և իր առջևում թողնելով միայն Սեուլը, Նյու Յորքը, Հոնկոնգը, Սինգապուրը և Երևանը:
«Հետազոտողներն ուսումնասիրել են տարբեր քաղաքների քաղաքապետարանների կայքերը հինգ չափորոշիչներով՝ անվտանգություն, բովանդակություն, մատուցվող ծառայություն, մատչելիություն, քաղաքացիների ներգրավվածություն: 2012 թվականից Երևանի քաղաքապետարանի կայքն արմատապես փոխվել է, այն սկսել է աշխատել ամենօրյա ռեժիմով»,-«Արմենպրես»-ի փոխանցմամբ՝ նշեց Վահե Նիկոյանը:
«Երևան քաղաքի կառավարման տեխնոլոգիաների կենտրոն» ՓԲԸ տնօրեն Սարգիս Մանուկյանի խոսքով՝ ուսումնասիրությունն անցկացնելու համար Ռութգերսն ընտրել է 100 քաղաքներ: «Ուսումնասիրությունները կատարում են անկախ փորձագետները՝ որպես չափանիշ ընտրելով բնակչության քանակն ու ինտերնետ ակտիվությունը: 2012-13 թթ. ուսումնասիրության արդյունքներով 19-րդ հորիզոնականում էինք»,-նշեց նա:
Էլեկտրոնային կառավարման հետազոտության համար ունենալով էլեկտրոնային կառավարման 104 ցուցիչներ և հինգ առանձին դասակարգման ոլորտներ, Ռութգերսի կառավարման գործիքն այսօր ընդունված գործնականում ամենահամակողմանի ինդեքսն է:
119 էջից բաղկացած ուսումնասիրությունը, որն ամբողջությամբ հասանելի է համալսարանի կայքէջում, ներկայացնում է աշխարհի խոշոր 100 քաղաքների քաղաքապետարանների պաշտոնական կայքերի գնահատումն ըստ 5 հիմնական չափորոշինչների՝ անվտանգություն, մատչելիություն կամ օգտագործման հարմարավետություն, բովանդակություն, առաջարկվող առցանց ծառայություններ և քաղաքացիների ներգրավվածություն որոշումների կայացման գործընթացներին: Ըստ էլեկտրոնային կառավարման ընդհանուր ցուցանիշի՝ աշխարհի առաջատար քաղաքը Սեուլն է, որին հաջորդում են Նյու Յորքը, Հոնկոնգը, Սինգապ ուրը և Երևանը:
Հատկանշական է, որ ըստ առանձին չափորոշիչների Երևանն առաջինն է մատչելիության կամ օգտագործման հարմարավետության անվանակարգում: Այս անվանակարգում Երևանն առաջ է անցել Բրատիսլավայից, Սեուլից, Տորոնտոյից և Ցյուրիխից: Քաղաքացիների ներգրավվածության անվանակարգում Երևանը զբաղեցնում է 3-րդ հորիզոնականը՝ իրենից առաջ թողնելով միայն Սեուլին և Սինգապուրին: Հարկ է նշել, որ ուսումնասիրությունն իրականացնող մասնագետների գնահատմամբ շատ քիչ թվով պետական կառույցներ են առաջարկում քաղաքացիների ներգրավման առցաց հնարավորություն: Բովանդակության անվանակարգում Երևանը 4-րդն է՝ Սեուլից, Տորոնտոյից և Ստոկհոլմից հետո: Գնահատողները հաշվի են առել հասանելիությունը դեպի կոնտակտային տեղեկություններ, հրապարակային փաստաթղթեր, հասանելիությունը հաշմանդամների համար, մուլտիմեդիայի նյութերը և հրատապ տեղեկատվությունը:
2009 թվականի համանուն հետազոտությանը Երևանը չի ներառվել անգամ ուսումնասիրվող հարյուրյակում, այնինչ 2012-ին արդեն Երևանն զբաղեցրել է 19-րդ հորիզոնականը:
2014-ին ուսումնասիրության գնահատողների կողմից Երևանը էլեկտրոնային կառավարման տեսանկյունից որակվել է որպես աշխարհի ամենաարագ զարգացող քաղաքներից մեկը:
