ԵԽ-ի Խոշտանգումների կանխարգելման կոմիտեն է ՀՀ-ի մասին զեկույց հրապարակել

Եվրոպայի խորհրդի խոշտանգումների եւ անմարդկային կամ արժանապատվությունը նվաստացնող վերաբերմունքի կամ պատժի կանխարգելման եվրոպական կոմիտեն հրապարակել է 2013թ. ապրիլին եւ 2014թ. մայիսին Հայաստան կատարած իր վերջին երկու այցերի մասին զեկույցները։ 2013թ. ապրիլին կատարած այցը հետեւել է բանտարկյալների նկատմամբ ոստիկանների վերաբերմունքի հետ կապված խնդիրների մասին հաղորդագրություններին։ Ընդունելով դաժան վերաբերմունքի դեմ պայքարի համակարգի կատարելագործմանն ուղղված Հայաստանի իշխանությունների ջանքերը, ինչպես նաեւ ողջունելով անկախ Հատուկ քննչական ծառայության ստեղծումը՝ Եվրոպական կոմիտեի պատվիրակները մատնանշել են գոյություն նպատակով որոշակի խորհուրդներ են տվել։ Եվրոպայի խորհրդի խոշտանգումների եւ անմարդկային կամ արժանապատվությունը նվաստացնող վերաբերմունքի կամ պատժի կանխարգելման եվրոպական կոմիտեի ներկայացուցիչները 2013թ. ապրիլին եւ 2014թ. մայիսին այցելել են «Կենտրոն» քրեակատարողական հիմնարկ։ Երկրորդ այցի ընթացքում որոշ դրական տեղաշարժեր են արձանագրվել։ Այդուհանդերձ, երկու ազատազրկվածների պահպանման ռեժիմի, արտաքին աշխարհի հետ սահմանափակ շփման եւ ձեռնաշղթաների պարբերաբար օգտագործման հետ կապված խնդիրները գործնականում չեն լուծվել ։ Երկրորդ այցի ընթացքում փորձագետները այցելել են նաեւ «Նուբարաշեն» քրեակատարողական հիմնարկ։ Իրենց պատասխանում Հայաստանի իշխանությունները լրացուցիչ տեղեկություններ են տրամադրել ցմահ ազատազրկվածների պայմանների զգալի բարելավմանն ու պայմանական-վաղաժամկետ ազատ արձակման ընթացակարգերի պարզեցմանն ուղղված օրինագծի մասին։ Բացի այդ, իշխանությունները նշում են, որ նշված բանտարկյալներին բժշկական օգնության ապահովման ուղղությամբ լրացուցիչ քայլեր են ձեռնարկվել։
