«Ժամանակ» թերթը գրում է. «Մարդու իրավունքների պաշտպան Կարեն Անդրեասյանն առայսօր պնդում է, որ Գյումրիի սպանության գործը պետք է քննվի մեր իրավապահ մարմինների կողմից եւ արդարադատությունն իրականացնի մեր դատարանը։
Զերծ կմնամ քաղաքական գնահատականներ տալուց, բայց իրավական հարթությունում արդեն բազմիցս հայտնել եմ իմ գնահատականը։ Շարույնակում եմ պնդել, որ այդ սպանությունների գործը պետք է քննի ՀՀ իրավապահ եւ դատական համակարգը»,- մեզ հետ զրույցում ասաց օմբուդսմենը։
Վերջինիս խոսքով՝ ըստ 1997թ. Ռուսաստանի եւ Հայաստանի միջեւ ստորագրված համաձայնագրի՝ ռուսական ռազմաբազայի կազմում ընդգրկված անձանց կողմից ՀՀ տարածքում կատարված հանցագործությունների եւ այլ իրավախախտումների գործով կիրառվում է ՀՀ օրենսդրությունը եւ գործում են ՀՀ իրավասու մարմինները։ «Հետեւաբար այս հարցում որեւէ տարընթերցման կամ մեկնաբանման խնդիր չեմ տեսնում։ Հանցագործությունը կատարվել է Հայաստանի տարածքում, համապատասխան անձը ՀՀ տարածքում է, հայտնաբերվել եւ ձերբակալվել է նույնպես ՀՀ տարածքում, այս փուլում հանձնման իրավական ինստիտուտը կիրառելի չէ, առավել եւս Ռուսաստանի Սահմանադրությամբ նախատեսված կանոնակարգումներով: Հանձնումը մի պետության տարածքում գտնվող անձին մեկ այլ պետություն փոխանցելն է քրեական պատասխանատվության ենթարկելու նպատակով», - ասաց Անդրեասյանը:
Ինչ վերաբերում է գլխավոր դատախազ Գեւորգ Կոստանյանի հայտարարություններին եւ Ռուսաստանի գլխավոր դատախազին չդիմելուն, ապա Պաշտպանի համար Ռուսաստանի գլխավոր դատախազին դիմելու հիմքերը պարզ չեն: «Հիմքերն ինձ համար եւս այս փուլում հասկանալի չեն: Այդ պատճառով գրություն եմ ուղարկել ՀՀ գլխավոր դատախազին՝ պարզելու համար, թե արդյոք վերջինս դիմե՞լ է ՌԴ գլխավոր դատախազությանը քրեական գործի նյութերը, իրեղեն ապացույցները եւ մեղադրյալ Վալերի Պերմյակովին ՀՀ իրավապահ մարմիններին փոխանցելու հարցով, եւ եթե չի դիմել, ապա ի՞նչ պատճառաբանությամբ, ինչպես նաեւ քննչական եւ դատավարական գործողությունների արդյունքում ի՞նչ նյութեր (հիմքեր) է նախատեսվում ձեռք բերել՝ Ռուսաստանի գլխավոր դատախազին դիմելու համար», - ասաց. Կ. Անդրեասյանը:
Ինչ վերաբերում է Ավետիսյանների հարազատներին այս օրերին իրավաբանական եւ հոգեբանական օգնություն տրամադրելուն, ապա, Պաշտպանի խոսքով, անհրաժեշտ է նրանց կողքին լինել՝ տրամադրելով թե իրավաբանական եւ թե հոգեբանական աջակցություն: «Ողջունում եմ մամուլում լուսաբանված փաստաբանների պատրաստակամությունը՝ անվճար իրավաբանական օգնություն ցուցաբերել Ավետիսյանների հարազատներին», - ասաց Անդրեասյանը»։
