«Պարոն Հալբախ, ինչո՞վ եք բացատրում հայ-ադրբեջանական սահմանին և հայ-ղարաբաղյան շփման գծում տարեսկզբից մեկնարկած ծայրաստիճան լարվածությունը: Անցյալ շաբաթ Գերմանիայի կանցլեր Անգելա Մերկելը Ադրբեջանի նախագահ Իլհամ Ալիևի հետ հանդիպման ժամանակ իր խոր անհանգստությունն էր հայտնել ԼՂ հակամարտության վերաբերյալ, միևնույն ժամանակ առաջարկել Գերմանիայի առավել ակտիվ ներգրավումը ԼՂ հակամարտության կարգավորման գործընթացում: Ինչպիսի՞ն կարող է լինել Գերմանիայի ներգրավումը խնդրի կարգավորմանը և ի՞նչ կարող է ավելացնել ձեր երկրի մասնակցությունը խաղաղության հասնելու միջազգային ջանքերին:
Կարծում եմ՝ դա մի մարտահրավեր է, որի կարգավորման միջնորդական գործում Եվրոպան գնալով ավելի շատ է ներգրավվում, քանի որ Հարավային Կովկասի այս հակամարտությունը լիովին սառած հակամարտություններից չէ: Մենք պետք է առավել ուշադիր հետևենք շփման գծում զարգացումներին, որը հեռու է անվտանգ և վերահսկելի լինելուց: Գերմանիայի միջնորդությունը կարող է լինել Եվրոպայի ավելի լայն միջնորդության մի մասը: Մինչ այժմ ԵՄ-ն, ինչպես նաև ես կարծում ենք, որ միջնորդությունը պետք է առավել ակտիվ լինի, իսկ ձեռնարկված գործողությունները պետք է լինեն ավելին, քան համանախագահների հանդիպումներն են նախագահների հետ:
Պարոն Հալբախ, դատելով ներկայիս լարվածությունից՝ հավանական համարու՞մ եք լայնամասշտաբ պատերազմի վերսկսումը:
Կարծում եմ՝ Լեռնային Ղարաբաղի կոնֆլիկտը որպես սառեցված հակամարտություն ներկայացնելն ինքնին ճիշտ չէ: Օրինակ կարող եմ բերել 2008թ. ռուս-վրացական պատերազմի մասշտաբայնությունը, որը մինչ այդ տարածաշրջանի ամենափոքր հակամարտությունն էր: Ղարաբաղյան հակամարտության դեպքում ամենևին պետք չէ կարծել, որ այն սառած հակամարտություն: Կարող է լինել իրավիճակի հանկարծակի սրում, գուցե ոչ միտումնավոր, սակայն պատերազմ կարող է ծագել պատահաբար, երբ իրավիճակը դուրս գա վերահսկողությունից»։
