Ադրբեջանի կողմից ներդրված 775 միլիոն դոլարի շնորհիվ կառուցվեց եւ արդեն իսկ փորձարկվեց Բաքու-Թբիլիսի-Կարս երկաթուղին: Հարկ է նկատել, որ երկաթուղային մայրուղու վրացական հատվածի շնորհանդեսը տեղի է ունեցել Ջավախքում: Իրականում տնտեսակա՞ն, թե՞, այնուամենայնիվ, քաղաքական քայլ էր երկաթուղու բացումը` ուղղված Հայաստանի դեմ, Orer.am-ը ճշտեց քաղաքագետ Սերգեյ Շաքարյանցից.
«Կարող եմ ասել, որ սա նոր քայլ չէ, նման քաղաքականություն Ադրբեջանն ու Թուրքիան վարում են դեռ 1992 թվականից: Պետք է նշեմ, որ սա այն հարցը չէ, որը պետք է լուրջ մտահոգություն առաջացնի Հայաստանի հասարակության մոտ: Դա երկաթգիծ է, որով թուրքերը ինչ-որ ռազմական նշանակության բեռներ կարող են տեղափոխել Վրաստանով Ադրբեջան: Մենք պետք է հստակ հասկանանք, որ այդ նախագիծը ո՛չ Թուրքիայի, և ո՛չ էլ Ադրբեջանինը չէ, դա ԱՄՆ-ի կողմից թելադրված ծրագիր է, որն ուղղված է, բնականաբար, Հայաստանի շրջափակումն ուժեղացնելու համար:
Ես առաջարկում եմ` այս հարցը որպես հրատապ հարց չդիտարկել, քանի որ վերջերս առավել կարեւոր իրադարձություն է տեղի ունեցել` Իրանի արտգործնախարարի այցը: Մենք այլեւս չպետք է նայենք Ադրբեջանի կամ Թուրքիայի կողմը: Նորից կկրկնեմ, որ այս ամենն արվում է Հայաստանին էլ ավելի ճնշելու համար»:
Մեր այն հարցադրմանը, արդյո՞ք խոշոր հաշվով այս քայլն ուղղված է միայն Հայաստանի դեմ, Ս.Շաքարյանցը պատասխանեց. «Հարկ եմ համարում հիշել, որ ժամանակին ԱՄՆ-ն ուժ բանացրեց Թուրքիայի վրա, եւ թուրքերը տապալեցին Ռուսաստանի կողմից տարվող բանակցությունները, որպեսզի Հայաստանով դեպի Կարս գնացող երկաթգիծը տրվի վարձակալությամբ. արդյունքում ռուսական բանակցությունները մերժվեցին: Ապացուցված է, որ նմանատիպ բոլոր եռակողմ համագործակցությունները եղել են խոշոր ամերիկյան ծրագրերի դասավորումներ, այդ ծրագրերը նպատակ են ունեցել Կենտրոնական Ասիայի տարբեր նավթա-գազային հոսքերը կենտրոնացնել Թուրքիայի ուղղությամբ: Հիմա նույն տրամաբանությամբ շահարկվելու է նաեւ երկաթգիծը:
Գտնում եմ, որ այս քայլն ուղղված էր ռուս-իրանական նախաձեռնությունների դեմ: Այսօրվա դրությամբ նման պահվածքն արդեն զուտ հակահայկական չենք էլ կարող դիտարկել, սա ավելի շատ հակառուսական եւ հակաիրանական քայլ է, քանի որ ԱՄՆ-ի բանակցություններն այդ երկրների հետ, մեղմ ասած, չեն ստացվում: Այս երկթագիծը եւս մի փոքր խոչընդոտ է, որը ԱՄՆ-ն Թուրքիայի, Վրաստանի եւ Ադրբեջանի միջոցով փորձում է հարուցել Հայաստանի եւ Իրանի համար: Այն ձևական բնւոյթ կկրի. մեկ-երկու անգամ ապրանք կուղարկեն այդ երկթագծով եւ այն կկանգնի, այն նույն նավթաշարի՝ Բաքու-Ջեհան, եւ գազատարի՝ Բաքու-Թիֆլիս-Էրզրում ճակատագրին կարժանանա: Այն կկանգնի, քանի որ Ադրբեջանը չունի նման ծավալի բեռներ, չունի հնարավորություն Թուրքիային, Վրաստանին հարստացնելու համար: Այն կառուցվել է քաղաքական նպատակներով:
Պետք է մեկ շեշտադրում եւս անեմ, գտնում եմ, որ սա կարող է լինել նաեւ Ջավախքը հայաթափելու հերթական ծրագիր, բայց կկրկնեմ, որ այն ավելի շատ ուղղված է ռուս-իրանական համագործակցությանը»:
