Ազգային ժողովի հինգերորդ նստաշրջանի 7-րդ գումարման ժամանակավոր հաշվիչ հանձնաժողովը չձևավորվեց, քանի որ առկա երկու առաջարկներն էլ խորհրդարանը քվեարկությամբ մերժեց: Ժամանակավոր հաշվիչ հանձնաժողովի ձևավորման վերաբերյալ առաջարկներ էին ներկայացրել ԱԺ նախագահ Գալուստ Սահակյանը և ՀՅԴ խմբակցության պատգամավոր Արծվիկ Մինասյանը: Ոչ իշխանական ուժերի ներկայացուցիչները դեմ էին ԱԺ նախագահի ներկայացրած որոշման նախագծին, քանի որ դրանով ԱԺ ժամանակավոր հաշվիչ հանձնաժողովում ՀՀԿ-ն իշխող դեր կունենար: Նախ քվեարկության դրվեց ԱԺ նախագահի ներկայացրած նախագիծը, որին կողմ քվեարկեց 61, դեմ՝ 0, ձեռնպահ՝ 2 պատգամավոր: ԱԺ փոխնախագահ Էդուարդ Շարմազանովը հայտարարեց, որ որոշումը չի ընդունվել: Այնուհետև քվեարկության դրվեց Արծվիկ Մինասյանի ներկայացրած որոշման նախագիծը, որը ևս չընդունվեց: Առաջարկին կողմ քվեարկեց 45, դեմ՝ 4, ձեռնպահ՝ 1 պատգամավոր: Քվեարկություններից հետո ԱԺ նախագահը հույս հայտնեց, որ փետրվարի 3-ի նիստում իրենց կհաջողվի այս հարցում համաձայնության գալ: «Հակառակ դեպքում միայն ես կհաշվեմ, դուք էլ կտխրեք»,- կատակեց ԱԺ նախագահը:
