Նախորդ հոդվածում Ծառուկյանի և եռյակի դրական կողմերի մասին խոսելուց հետո, ժամանակն է մյուս կողմից անդրադառնալ երեկվա խորհրդաժողովում Ծառուկյանի ելույթին` կենտրոնանալով նրա արտահայտած մտքերից հատկապես մեկի վրա:
Մեջբերում եմ Ծառուկյանի խոսքից մի հատված. «Այս համատեքստում ես ուզում եմ ձեր ուշադրությունը հրավիրել անցնող տարվա վերջում տեղ գտած ֆինանսական շուկայի տատանումների վրա: Երեք-չորս օրը ցույց տվեց, թե որքան թույլ և փխրուն է մեր երկրի տնտեսական կայունությունը: Մենք տեսանք, թե մեր ժողովրդի և գործարարների մեջ որքան արագ տարածվեցին խուճապային տրամադրությունները »: Իսկ քիչ անց ԲՀԿ առաջնորդը նաև ավելացնում է.
«Հիշեցնեմ, որ ընդամենը մեկ տարվա ընթացքում դրամն արժեզրկվել է 15 տոկոսով»:
Մեղադրանքի բովանադակությունը պարզ է: Բայց հիմա եկեք հիշենք, թե ինչ է կատարվել այդ նույն օրերին, որի մասին խոսում է Ծառուկյանը: Ըստ այդ օրերին շրջանառվող խոսակցությունների և մամուլում տեղ գտած որոշ հրապարակումների՝ Արևմուտքի պատժամիջոցների արդյունքում Ռուսաստանում ճգնաժամային իրավիճակ էր առաջացել, որն էլ դարձել էր ռուսական ռուբլու ընկնելու պատճառ. հետևաբար, Ռուսաստանում առաջացել էր դոլարի մեծ պահանջարկ: Օգտվելով դրանից՝ որոշ հայ գործարարներ, որոնք իրենց բիզնես-գործունեությամբ անմիջական կապ ունեին Ռուսաստանի հետ, մեծ քանակությամբ դոլար են գնում Հայաստանից և տեղափոխում այն Ռուսաստան: Արդյունքում` Հայաստանում առաջանում է դոլարի դեֆիցիտ, բարձրանում է գինը և ընկնում է դրամը: Այս մասին դեռ այդ օրերին է խոսվել, բայց այդպես էլ չասվեց, թե ո՞վքեր են այդ գործարարները:
Հիմա ԲՀԿ առաջնորդը, ով` որպես խոշոր գործարար, Ռուսաստանում նույնպես ունի կապեր և հնարավորություններ, կարծում եմ, իր միջոցներով կարող է պարզել, թե ովքեր են եղել այդ գործարարները, և իր հաջորդ ելույթում մեզ էլ տեղեկացնել այդ մասին, որպեսզի հասկանանք, թե իրականում ինչ է կատարվել:
Թե չէ միակողմանի մեղադրանքներ հնչեցնել, ամեն ինչում մեղադրել միայն իշխանություններին՝ չնշելով տվյալ երևույթի բուն պատճառները, շատ հեշտ է, մանավանդ որ այդ նույն իշխանությունների արած գործերին դեռ մի քանի տարի առաջ Գագիկ Ծառուկյանը կարծես թե այդքան էլ դեմ չէր:
