Փետրվարի 6-ին ՀՀ պաշտպանության նախարար Սեյրան Օհանյանը ՀՀ ՊՆ Վազգեն Սարգսյանի անվան ռազմական ինստիտուտի անձնակազմին է ներկայացրել ՀՀ նախագահի հրամանագրով ինստիտուտի պետի պաշտոնում նշանակված գեներալ-մայոր Արմեն Ղահրամանյանին:
Ռազմական ինստիտուտի շարահրապարակում ողջունելով ինստիտուտի անձնակազմին և ներկայացնելով Արցախյան պատերազմի ընթացքում մարտական գործողություններին ակտիվ մասնկացություն ունեցած և մինչ օրս բազմաթիվ զինվորական բարձր պաշտոններ զբաղեցրած գեներալ-մայոր Արմեն Ղահրամանյանին' պաշտպանության նախարար Սեյրան Օհանյանը հույս է հայտնել, որ իրականացված կադրային և ծրագրային արմատական փոփոխությունները, կրթական նոր չափանիշների և չափորոշիչների ներդրումը հնարավորություն կտան վերհանելու այն բացթողումներն ու արատավոր երևույթները, որոնց արդյունքում էլ տեղի է ունեցել հունվարի 29-ի ողբերգական միջադեպը և կարճ ժամկետներում վերականգնելու ռազմական ինստիտուտի բարի համբավը: Ըստ Սեյրան Օհանյանի' նոր պետի նշանակմամբ հետայսու առավել բարձր մակարդակով են իրականացվելու հայկական զինված ուժերի սպայակազմի կերտման հիմնական դարբնոց հանդիսացող ռազմական ինստիտուտի առջև դրված խնդիրները, որոնց մեջ առավելապես խիստ ուշադրություն է դարձվելու կուրսանտների կրթելու, դաստիարակության և կարգապահության ամրապնդման խնդիրներին:
Հիշեցնենք, որ հունվարի 29-ի առավոտյան Ռազմական ինստիտուտի մարզահրապարակում հայտնաբերվել էր կուրսանտ Հայկազ Բարսեղյանը՝ պտտաձողի վրա պարանով կախված վիճակում: Ավելի ուշ' նախաքննությամբ պարզվել էր, որ կուրսանտը սպանվել է ծառայակից ընկերների կողմից: Դեպքից օրեր անց էլ պաշտոնից ազատվելու վերաբերյալ դիմում էր ներկայացրել ռազմական ինստիտուտի պետ, գեներալ-լեյտենանտ Մարտին Նազարի Կարապետյանը:
Տեղի ունեցածը որակելով խայտառակություն և թիկունքից հարված զինված ուժերին ու հայ ժողովրդին' պաշտպանական գերատեսչության ղեկավարն իր վրդովմունքն է հայտնել այն առնչությամբ, որ սահմանում կանգնած զինվորը զենքը ձեռքին զօր ու գիշեր հակառակորդին խաղաղություն է պարտադրում, պատժիչ գործողություններ է իրականացնում, մինչդեռ այդ նույն ժամանակ թիկունքում, մի քանի լկտի անձնավորությունների վարքի և կրտսեր հրամանատարական կազմի անհետևողականության, ծառայողական պարտականությունները չկատարելու պատճառով կուրսանտի սպանություն է տեղի ունենում: Եվ կրկնակի ցավալի է այն հանգամանքը, որ հանցագործության մեջ ներգրավված է նաև բարձրաստճան սպայի որդի:
Հավելենք նաև, որ տեղի ունեցած ողբերգական դեպքից հետո պաշտպանության նախարարի հրամանով աշխատանքից ազատվել են ռազմական ինստիտուտի պետի տեղակալներ, գնդապետներ Արմեն Ռազմիկի Մզիկյանը, Զարմիկ Անդրանիկի Մարկոսյանը, Պողոս Գարուշի Աբրահամյանը, ինչպես նաև մի շարք այլ սպաներ:
