Таможенный кодекс Евразийского экономического союза вступит в силу в середине 2016 года, сообщил корр. ТАСС начальник Уральского таможенного управления Вячеслав Голоскоков.
"На данный момент разработка проекта Таможенного Кодекса закончена, и он находится в стадии внутригосударственного согласования, - сказал Голоскоков, который в 2014 году в должности начальника Управления рисков и оперативного контроля ФТС принимал участие в разработке документа . - Мы надеемся, что после завершения всех процедур, Кодекс вступит в силу в середине 2016 года. На этот срок мы все ориентируемся".
Собеседник агентства подчеркнул, что Армения как новый член Таможенного Союза и Киргизия, которая планирует вступить в него, "уже не смогут оказать влияния на документ".
"Армения и Киргизия присоединяются к уже действующему законодательству и не смогут корректировать Кодекс. Этот документ разрабатывали члены Таможенного Союза - Россия, Казахстан и Белоруссия", - отметил Голоскоков.
По его словам, в документе заложены новые подходы к таможенному контролю. Так, например, в документе прописан выпуск таможенной деклараций на основании решения информационных систем. "То есть, будет проходить автоматическая регистрация деклараций. Пока во многих регионах регистрация документа осуществлялся в ручную и занимает по времени 2 часа, согласно установленному законодательству. Электронная регистрация декларации длится 5 секунд. С принятием нового кодекса мы должны полностью перейти на электронную регистрацию деклараций. За счет автоматизации этого процесса проверка таможенных деклараций, по моим подсчетам, не будет занимать больше 10 минут", - считает Голоскоков.
