Ադրբեջանի ազգային արժույթի' մանաթի սրընթաց էժանացումից հետո ադրբեջանական բանակի զինծառայողների աշխատավարձերը 30 տոկոսով արժեզրկվել են, և քանի որ կառավարությունն ազգային արժույթի հետ կապված ճգնաժամից դուրս գալու ծրագիր չունի, մանաթի անկումը կհանգեցնի նաև ադրբեջանական բանակի անձնակազմի կրճատման:
Այս մասին, ինչպես հաղորդում է «Արմենպրես»-ը, Meydan TV-ի հետ զրույցում հայտարարել է արտասահմանում գործող ադրբեջանական «Խազար» ռազմական հետազոտությունների ինստիտուտի վերլուծաբան, ռազմական լրագրող Ջասուր Սումերենլին:
Սումերենլին նշել է, որ այս տարի բանակում աշխատավարձերի բարձրացում չի նախատեսվում' հավելելով, որ ուժեղ արժեզրկման դեպքում, որպես փոխհատուցում, կարող է այն 10-20 տոկոսով ավելացվել, սակայն, դա չի կարող դիտվել որպես սոցիալական բարելավում:
Նրա խոսքով' մանաթի էժանացումն անխուսափելիորեն հանգեցնելու է զինված ուժերում սպայական կադրային անձնակազմի սոցիալ-կենցաղային պայմանների վատթարացման:
Ադրբեջանցի վերլուծաբանն ասել է, որ մանաթի մոտ 34 տոկոսով արժեզրկման պատճառով թիկունքում ծառայող լեյտենանտի կոչումով սպայի ստացած 500 մանաթ աշխատավարձի իրական արժեքը ներկայումս կազմում է մոտ 330-350 մանաթ, առաջին գծում այն կազմում է մոտ 470-500 մանաթ (առաջին գծում լեյտենանտները միջին հաշվով 700 մանաթ են ստանում):
«Զինծառայողների սոցիալական ապահովության (սնունդ, հագուստ, աշխատավարձ) համար ռազմական բյուջեից հատկացված միջին հաշվով 350 մլն մանաթի (Ադրբեջանի ՊՆ-ին հատկացված միջոցի մոտ 25-30 տոկոսը) մոտավոր կորուստը կկազմի 125-130 մլն մանաթ: Կասկած չկա, որ զինծառայողների սնունդն ու հագուստը ապահովվում են տեղական ընկերությունների հաշվին, բայց նրանք, մանաթի ճգնաժամով պայմանավորված, առաջիկա մեկ ամսվա ընթացքում բարձրացնելու են գները: Այդ պատճառով էլ մանաթն էժանացնելու ԿԲ-ի փետրվարի 21-ի որոշումը բացասական ազդեցություն է թողնելու նաև զինված ուժերի ծառ այողների վրա»,- ասել է նա:
Ջասուր Սումերենլին գտնում է, որ ներկա վիճակում իշխանությունը առաջիկա 1-2 ամսում բանակում պետք է աշխատավարձերը նվազագույնը 50 տոկոսով բարձրացներ, հակառակ դեպքում, հնարավոր չի լինելու բանակում նորմալ կադրեր պահել:
Նրա կարծիքով, առկա վիճակը խթանելու է բանակում յուրացումներին, կոռուպցիային և կաշառակերությանը: Ամենայն հավանականությամբ, 2015 թվականին ռազմական զինավարժանքների անցկացման համար հատկացված մեծաքանակ միջոցները կկրճատվեն: Եթե տնտեսական վիճակն ավելի լարվի, սպասվում է, որ բանակում կրճատումները կշարունակվեն, զինվորական պաշտոնների թիվը կտրուկ կնվազի, իսկ դրանց փոխարեն կմեծանա քաղաքացիական ծառայողների թիվը:
Ռազմական լրագրողը հայտնել է, որ պահեստի ենթասպաների զինակոչի գործընթացը դադարել է: Եթե սրանից 5 ամիս առաջ հարյուրավոր քաղաքացիներ են ընդունվել տարբեր զինվորական պաշտոններում, ապա այժմ այդ գործընթացը ֆինանսական ճգնաժամի պատճառով դադարեցվել է:
Ջասուր Սումերենլին հայտնել է, որ Ադրբեջանի իշխանությունը ինչպես մյուս բնագավառներում, բանակում ևս չունի ճգնաժամից դուրս գալու ծրագիր:
«Եթե ճգնաժամը շարունակվի, բանակին հատկացված ֆինանսական միջոցները կկրճատվեն, կդադարեցվի արտասահմանից պատվիրված ռազմական տեխնիկայի գնման գործընթացը, զինավարժանքների թիվը կտրուկ կնվազեցվի և անձնակազմի կրճատում կկատարվի», -նշել է նա:
