«Շահութահարկի մասին» օրենքի փոփոխությունը, որը քննադատվեց մի շարք լրատվամիջոցների և այլոց կողմից, իմ կարծիքով, ոչ այլ ինչ է, քան արտահանողներին իրենց արտահանման ծավալները մեծացնել շահագրգռելու փորձ, իսկ դա միմիայն դրական կարող է ազդել մեր տնտեսության զարգացման վրա:
Հիշեցնեմ, որ ըստ փոփոխության՝ 50 միլիարդ դրամ և ավել ապրանք արտահանողի շահութահարկը կհաշվարկվի ոչ թե 20, այլ ընդամենը՝ 2 տոկոս: Հիմա այս ամենի դեմ բողոքողները պատճառաբանում են, թե իբր դրանով ոմանց համար մենաշնորհ է ստեղծվելու, և, ինչպես ընդունված է, սկզբունքորեն ոչ մի դրական կողմ չեն նկատում այս փոփոխության մեջ:
Բայց առավել հետաքրքիրն այն է, թե որտեղից սկսվեց այս բողոքի ալիքը, ովքեր եղան հրահրողները: Երեկ ԱԺ-ում այս հարցի քննարկման ժամանակ, ի թիվս մյուս ոչ իշխանականների՝ ակտիվացան նաև ՕԵԿ-ական պատգամավորներ Հեղինե Բիշարյանն ու Հովհաննես Մարգարյանը: ՕԵԿ-ի մոտ, իհարկե, ժամանակ առ ժամանակ սուր ընդդիմադիր կեցվածք ընդունելու պահանջարկ է հասունանում, մանավանդ, եթե պահանջարկը բխում է կուսակցության ղեկավարի շահերից:
Հիշեցնեմ, որ Արթուր Բաղդասարյանը «Հայասի Գրուպ» ընկերության համասեփականատերն է, և այդ ընկերությունը նույնպես զբաղվում է արտահանմամբ: Այսինքն` հնարավոր է, որ այս բողոքի հիմքում Արթուր Բաղդասարյանի բիզնես շահերը լինեն: Օրինակ, երբ խոսվում է փոփոխության արդյունքում իբրև թե մենաշնորհների ձևավորման մասին, ՕԵԿ նախագահը կարող էր ակնկալել, որ իր ընկերությունը նույնպես կարող է ստանալ նմանատիպ արտոնություն, իսկ եթե չի կարողանում ապահովել 50 միլիարդի արտահանումը՝ միգուցե բողոքելով ակնկալել առաջարկված փոփոխությունների վերանայում և հաստատված շեմի նվազեցում:
Սրանք, ամեն դեպքում, հնարավոր տարբերակներ են՝ հաշվի առնելով, որ մեր քաղաքական ուժերի լիդերներն, ավանդույթի համաձայն, միշտ առաջին տեղում են դրել սեփական բիզնես շահերը: Իսկ ընդդիմադիր կեցվածքը և գործունեությունը նույնպես անձնական խնդիրները լուծելու միջոցներից են:
