«Երեքշաբթի օրը տեղի ունեցած կառավարության նիստից հետո կառավարության շենքում հայտնվեց «Հայաստանի էլեկտրական ցանցեր» ընկերության գործադիր տնօրեն Եվգենի Բիբինը: Նրա վարքից հասկանալի էր, որ Բիբինը շատ կարևոր հարցով հանդիպման է բարձրաստիճան պաշտոնյայի հետ: Նկատելով, որ մեր թղթակիցը լուսանկարում է իրեն, և չցանկանալով այսպես ասած բացահայտվել Բիբինը դուրս է եկել կառավարության շենքից: Քիչ անց մեզ հայտնի դարձավ, որ Բիբինը կառավարություն է մտել շենքի ետնամուտքից լրագրողների աչքից հեռու: Խորհրդավոր այս հանդիպման վերաբերյալ մանրամասներ ստանալու նպատակով մեր թղթակիցը կապ է հաստատել նախ վարչապետի մամուլի քարտուղար Գոհար Պողոսյանի, այնուհետև «ՀԷՑ» մամլո խոսնակ Նատալյա Սարջանյանի հետ: Պողոսյանը հայտնել է, որ տեղյակ չէ հանդիպման մանրամասներից: Նատալյա Սարջանյանը է հանդիպման նպատակի մասին լրացուցիչ տեղեկություն հայտնել այն ճշտելուց հետո: Սակայն երկու օրվա ընթացքում «ՀԷՑ»-ից որևէ պարզաբանում մեր թղթակցին չի տրվել: Ուշագրավն այստեղ, իհարկե, Բիբինի այցը չէ, որպես այդպիսին: Ուշագրավն այն է որ Բիբինը նախ՝ չի ուզում, որ լրագրողները իմանան իր այցի մասին, և երկրորդ նրա այցի մանրամասները հույժ գաղտնի են պահվում: Ինչո՞ւ:

նախարար Երվանդ Զախարյանը այս տարվա սկզբին հրավիրած ասուլիսի ժամանակ թվարկել էր համակարգի ձեռնարկությունների պարտքերի ցուցակը, և արդյունքում ստացվել էր, որ այդ համակարգի ընդհանուր պարտքը հասել 1600 միլիոն դպարի: էներգետիկ համակարգի կարևորագույն օղակներից է «ՀԷՑ»-ը: Անցած տարի ՀՀ հանրային ծաոայությունները կարգավորող հանձնաժողովը 10 տոկոսով բարձրացրեց սպաոողներին մատակարարվող էլէներգիայի սակագինը այն պատճառաբանությամբ, որ է ՀԷՑ-ում գոյացել 117 միլիարդ դրամի ճեղքվածք: Սակայն դա միայն այսպես կոչված հաշվապահական ճեղքվածքն է իսկ իրականում «ՀԷՑ»-ի ընդհանուր պարտքը տարբեր ընկերությունների, մի քանի անգամ գերազանցում է այդ գումարը: Համաձայնեք, սա հիմնավոր պատճառ է որպեսզի Եվգենի Բիբինը և ՀՀ կառավարության պաշտոնյաները հույժ գաղտնի պահեն իրենց հանդիպումը»,–գրում է թերթը։
