«Հայաստանի Հանրապետության իրավական և դատական բարեփոխումների 2012-2016 թվականների ռազմավարական ծրագիրը և ծրագրից բխող միջոցառումների ցանկը հաստատելու մասին» ՀՀ Նախագահի 2012 թվականի հունիսի 30-ի կարգադրության պահանջների կատարման նպատակով ներկայումս մշակվում է Հայաստանի Հանրապետության քրեական նոր օրենսգրքի նախագիծը և, միաժամանակ, ՀՀ Ազգային ժողովում քննարկման փուլում է գտնվում Հայաստանի Հանրապետության քրեական դատավարության նոր օրենսգրքի նախագիծը: Այդ հիմնարար ակտերի կիրառությունն ապահովելու, ինչպես նաև քրեական արդարադատության ոլորտում օրենսդրական բարեփոխումներն ամբողջացնելու նպատակով անհրաժեշտություն է առաջացել մշակել ՀՀ քրեակատարողական նոր օրենսգրքի նախագիծ:
Սույն թվականի մարտի 11-ին ՀՀ արդարադատության նախարարի հրամանով ստեղծվել են Հայաստանի Հանրապետության քրեակատարողական նոր օրենսգրքի նախագիծը մշակող հանձնաժողով և աշխատանքային խումբ:
Հանձնաժողովը գործելու է ՀՀ արդարադատության նախարար Հովհաննես Մանուկյանի նախագահությամբ:
Քրեակատարողական նոր օրենսգրքի նախագիծը մշակող աշխատանքային խումբը կղեկավարի Երևանի պետական համալսարանի իրավագիտության ֆակուլտետի դեկան, իրավաբանական գիտությունների դոկտոր, պրոֆեսոր, ՀՀ ԳԱԱ ակադեմիկոս Գագիկ Ղազինյանը:
ՀՀ քրեակատարողական նոր օրենսգրքի նախագծի մշակումը նպատակ ունի ապահովել ՀՀ քրեակատարողական օրենսդրության բարեփոխման առնչությամբ միջազգային կազմակերպությունների իրավական չափանիշների ամբողջական իրացումը, ինչպես նաև ՀՀ քրեակատարողական համակարգի բարեփոխման իրավական հիմքերի ամրապնդումը: Խոսքը նախևառաջ վերաբերում է քրեակատարողական ոլորտում մարդու իրավունքների ապահովման գործուն երաշխիքների սահմանմանը, ինչպես նաև դրանով պայմանավորված՝ պետության քաղաքականության ուղղությունների իրավական հստակեցմանը:
ՀՀ ԱՆ տեղեկատվության և հասարակայնության հետ կապերի վարչությունից հայտնում են, որ քրեակատարողական նոր օրենսգրքի նախագծի մշակումը նախատեսվում է իրականացնել Միջազգային իրավական համագործակցության գերմանական հիմնադրամի (IRZ) աջակցությամբ, ինչպես նաև մյուս գործընկերների հետ համագործակցությամբ:
