ՌԴ-ն ՀՀ-ին կտրամադրի 47 մլն դոլարի և 130 մլն ռուբլու անհատույց օժանդակություն

Հայաստանի և Ռուսաստանի կառավարությունների միջև կկնքվի Եվրասիական տնտեսական միությանը անդամակցության գործընթացի շրջանակում ՀՀ-ին տեխնիկական աջակցություն ցուցաբերելու համաձայնագիր: Դրանով ՌԴ-ն ՀՀ-ին կտրամադրի 47 մլն դոլարի և 130 մլն ռուբլու անհատույց օժանդակություն: Համաձայնագրի նախագիծն ընդգրկված է ՀՀ կառավարության մարտի 26-ի նիստի օրակարգում:

Մաքսային միությանը և Միասնական տնտեսական տարածքին միանալու «Ճանապարհային քարտեզով» նախատեսված թվով վեց ուղղություններով (մաքսային վարչարարություն, տեխնիկական կարգավորումներ, սանիտարական, ֆիտոսանիտարական և անասնաբուժական միջոցառումներ, վիճակագրություն, արդյունաբերություն, ընդհանուր տեղեկատվական տարածքի կառուցում և ինտեգրված տեղեկատվական համակարգի ստեղծում) միջոցառումների իրականացման նպատակով Հայաստանը դիմել էր ՌԴ-ին՝ դրամաշնորհային միջոցներ տրամադրելու հարցով: Ռուսական կողմին ներկայացվել էր նաև համապատասխան աշխատանքների համար անհրաժեշտ աշխատանքների, ապրանքների և ծառայությունների ձեռքբերման, վերապատրաստումների և ուսուցման մանրամասն նախահաշիվը:Նախագծի հիմնավորման համաձայն՝ նշված վեց ուղղություններով միջոցառումների իրականացումը խիստ անհրաժեշտ է ԵՏՄ-ին ՀՀ-ի անդամակցության հետ կապված գործընթացները սահուն, հավուր պատշաճի կազմակերպելու համար՝ ապահովելով այդ ուղղություններով ՀՀ լիազոր և պատասխանատու մարմինների գործառույթների հստակ իրականացումը ԵՏՄ նորմերին և կանոնակարգերին համապատասխան:

Համաձայնագրով, մասնավորապես, նախատեսվում է «Եվրասիական տնտեսական միության մասին» 2014թ. մայիսի 29-ի համաձայնագրին միանալու շրջանակում ՀՀ պարտավորությունների կատարման ապահովման և եվրասիական տնտեսական ինտեգրման շրջանակում զարգացնել երկկողմ համագործակցություն վերը նշված վեց ոլորտներում: «Այս նպատակով ռուսական կողմը նախատեսում է տրամադրել անհատույց օժանդակություն՝ ընդհանուր 47 մլն ԱՄՆ դոլարի (կամ համարժեք ռուբլի) և 130 մլն ռուբլու չափով 3 տարվա ընթացքում՝ սկսած 2015 թվականից: Ռուսական կողմն այդ գումարների շրջանակում ՀՀ-ին ա պահովելու է համապատասխան ծառայությունների գործունեության համար անհրաժեշտ սարքավորումներով, տեխնիկայով, ծրագրային միջոցներով:

Միաժամանակ, ռուսական կողմը կկազմակերպի ՀՀ ներկայացուցիչների ուսուցումը և որակավորման բարձրացումը»,- «Արմենպրես»-ի փոխանցմամբ՝ ասված է հիմնավորման մեջ:Համաձայնագրի իրականացման նկատմամբ հսկողության, կողմերի միջև փոխգործակցության ապահովման և կողմերի գործադիր իշխանության մարմինների հետ համագործակցության հաստատման նպատակով նախատեսվում է ստեղծել համատեղ հատուկ աշխատանքային խումբ:
