ԼՂՀ «Հելսինկյան նախաձեռնություն-92» կոմիտեի նախագահը հայտարարություն է տարածել Ադրբեջանի Հանրապետության դատապարտյալ քաղաքացիներին պահելու պայմանների մասին:

Հայտարարությունում, մասնավորապես, ասված է.«2015 թվականի մարտի 31-ին ԼՂՀ «Հելսինկյան նախաձեռնություն-92» կոմիտեի նախագահ, մարդու իրավունքների և աշխարհի բնագավառում միջազգային մրցանակների դափնեկիր, դոկտոր Կարեն Օհանջանյանը և ԼՂՀ «Հելսինկյան նախաձեռնություն-92» կոմիտեի գործադիր տնօրեն Սվետլանա Ջհանգիրյանը այցելեցին ԼՂՀ ազգային անվտանգության ծառայության մեկուսարանում պահվող Ադրբեջանի Հանրապետության քաղաքացիներ Դիլհամ Ասկերովին և Շախբազ Գուլիեվին՝ դատապարտված Լեռնային Ղարաբաղի Հանրապետության քաղաքացու սպանության և Լեռնային Ղարաբաղի Հանրապետության Քարվաճառի շրջանում դիվերսիոն-հետախուզական գործունեության համար:

Այցելության նպատակն Ադրբեջանի Հանրապետության դատապարտված քաղաքացիներին պահելու պայմաններին ծանոթանալն էր:Այցելության ժամանակ ԼՂՀ ազգային անվտանգության ծառայության կողմից իրավապաշտպաններին տրամադրվել էր հնարավորություն՝ ծանոթանալու Ադրբեջանի քաղաքացիներին պահելու պայմաններին. Ուսումնասիրվել են մեկուսարանները, սանիտար-հիգիենիկ պայմանները, ամենօրյա զբոսանքի հնարավորությունը, սնունդը, բժշկական սպասարկումը, ինչպես նաև լրատվական նյութերի և գրականության տրամադրումը:

Դատապարտյալներից յուրաքանչյուրի հետ առանձին մենք զրուցեցինք մոտ 3 ժամ, որի ընթացքում նրանք գոհունակություն հայտնեցին իրենց պայմանների մասին:Ուսումնասիրման արդյունքում կարելի է հավաստել, որ դատապարտյալներ Դիլհամ Ասկերովի և Շախբազ Գուլիևի պայմանները լրիվությամբ համապատասխանում են միջազգային իրավունքի նորմերին, և, որ ԼՂՀ իշխանությունների կողմից արվում է ամեն ինչ, որպեսզի թույլ չտալ որևէ նորմի խախտում»:
