Հայաստանում գործազրկությունը մեղմելու նպատակով իրականացվող ծրագրերից կարող են օգտվել նաև գյուղացիական տնտեսությունները: Ներդրվել ու գործում է սեզոնային զբաղվածության խթանման միջոցով գյուղացիական տնտեսությունների աջակցության ծրագիրը: Դրա մանրամասները լրագրողների հետ հանդիպման ժամանակ ներկայացրեց ՀՀ աշխատանքի ու սոցիալական հարցերի նախարարի առաջին տեղակալ Արա Պետրոսյանը: «Նախորդ տարվանից գործում է զբաղվածության մասին նոր օրենքը: Մենք նոր քաղաքականություն ենք վարում աշխատաշուկայի կարգավորման ոլորտում: Այդ օրենքով լուծվեց գյուղատնտեսական նշանակության հողերի սեփականատերերի հարցը, ովքեր զբաղված չեն: Նախկին օրենքն ասում էր` դուք սեփականատեր եք, գործազուրկ չեք կարող ճանաչվել: Բայց հաճախ մարդն իր հողը մշակելու հնարավորություն չունի, ոչ էլ եկամուտ է ստանում դրանից: Նրանք արդեն կարող են գրանցվել որպես գործազուրկ ու օգտվել գործազրկությունը մեղմելուն ուղղված 13 ծրագրերից»,- հայտնեց փոխնախարարը:

Նրա խոսքով` գյուղացիական տնտեսությունների աջակցման ծրագրի շահառու կարող են դառնալ անմրցունակության չափանիշներին համապատասխանող հողի սեփականատերերն ու ստանալ առավելագունը 350 հազար դրամի աջակցություն:

«Մենք գյուղացուն ասում ենք` պետությունը քեզ փող է տալիս, որ դու կամ քո ընտանիքի անդամներն աշխատեն ձեր սեփականությունը հանդիսացող կամ վարձակալված հողի վրա: Եթե լրացուցիչ աշխատուժ է ներգրավվում, մենք փոխհատուցում ենք նաև ներգրավված աշխատողի աշխատավարձի 50 տոկոսը»,- հայտեց Արա Պետրոսյանը:

Փոխնախարարի տեղեկացմամբ` մարզպետարանները համայնքապետերից ստանում են անմրցունակ գյուղացիական տնտեսությունների ցուցակները, ամբողջացնում են դրանք ու ներկայացնում ՀՀ աշխատանքի ու սոցիալական հարցերի նախարարությանը: Այնուհետև Զբաղվածության պետական գործակալություն և գյուղատնտեսության նախարարության մասնագետների աջակցությամբ տնտեսվարողները բիզնես-ծրագիր են մշակում, իսկ նախարարությունը ներկայացված ծրագրերը հաստատելուց հետո տրամադրում է համապատասխան ֆինանսավորումը: «Անցյալ տարի իրականացրեցինք 1800 ծրագիր, մեկ ծր ագրի առավելագույն արժեքը 350 հազար դրամ է: Այս տարի մենք պլանավորել ենք իրականացնել 3 հազար 218 ծրագիր, որը բաշխված է ըստ մարզերի: Մեկ ընտանիքի անդամի և հողի սեփանականատիրոջ մեկ օրվա աշխատանքի արժեքը 4 հազար դրամ է` հարկերը ներառյալ: Եթե լրացուցիչ աշխատող է ներառվում, 2000 դրամն ենք փոխհատուցում»,- հայտնեց փոխնախարարը:

Արա Պետրոսյանի փոխանցմամբ` այս տարվա առաջին եռամյսակում նախատեսվել է իրականացնել 800 ծրագիր: Ծրագրերի իրականացումը կսկսվի ապրիլի 1-ից:
