ՊԵԿ-ին քննադատելուց առաջ հարկավոր է համագործակցության ձեռք մեկնել

Այն, որ ՊԵԿ-ը սկսել է բոլորովին այլ ոճով աշխատել, նույնիսկ անզեն աչքով է տեսանելի: Չնայած դրան, կան մարդիկ, ովքեր դա չեն ուզում նկատել: Ավելին, ամեն կերպ փորձում են ձվի մեջ մազ գտնել ու կառույցը վարկաբեկել: Բայց, ի տարբերություն, օրինակ մշակույթի ոլորտի, այս տեղ ամեն ինչ թվերով է արտահայտվում և առանձնապես շատ գիտելիք ունենալ պետք չէ հասկանալու համար, որ կառույցում ամեն ինչ անում են,  կառավարության ու վարչապետի կողմից իրենց առջև դրված խնդիրները պատշաճ մակարդակով լուծելու համար:

Ու թեև շատերը վերապահումով են վերաբերում պաշտոնական թվերին, սակայն միշտ չէ, որ դրանք հօգուտ օրվա իշխանությունների են գրվում, նկարվում կամ հրապարկվում: Լինում են դեպքեր, որոնք իրական են: Օրինակ, ՀԴՄ-ներ տպագրելու թվի աճը կամ տնտեսվարողներին վերադարձված  գումարի չափը: Ու եթե նախկինում կտրոն պարզապես չէին տպագրում, մյուս դեպքում էլ ոչ միայն տնտեսվարողների գումարներն էին ծանոթով վերադարձնում,  այլ այն ձևակերպում էին որպես լավություն ու դրա դիմաց պարտադրում, որ հասանելիք գումարի մի մասը որպես գերավճար հետ վճարեն ՊԵԿ-ին:

Բայց հիմա, չգիտես ինչու, այդ ամենի մասին ոչ ոք չի հիշում: Հիմա բոլորը մոռացել են այդ դժվարին օրերը, բայց ինչպես դասականն է ասում՝ պետք է հիշել նաև անցյալը,  որպեսզի ներկայի հետ համեմատելու հստակ եզրեր լինեն:

Այսօր ՀՀ վարչապետ Նիկոլ Փաշինյանը հերթական աշխատանքային հանդիպումն է ունեցել ՊԵԿ նախագահ Դավիթ Անանյանի հետ և ամփոփել արդյունքները, որը ոչ միայն ուրախալի է, այլև բավականին հուսադրող:

«Ամփոփենք ուրեմն.

  1. Պետական բյուջեի հավաքագրումների պլանը առաջին եռամսյակում գերակատարվել է 11.4 միլիարդ դրամով: Ուշադրություն դարձրեք,  որ մեր բյուջեի պահուստային ֆոնդը 9.4 միլիարդ դրամ է՝ ողջ տարվա համար:  Այսինքն՝ առաջին եռամսյակում մենք պահուստային ֆոնդը 2  միլիարդ դրամով գերազանցող գերակատարում ենք ունեցել: 
  2. Առաջին եռամսյակում տնտեսվարողներին է վերադարձվել 26.4 միլիարդ դրամ, ինչը նախորդ տարվա նույն ցուցանիշը գերազանցում է 7.4 միլիարդ դրամով:
  3. 2019 թվականի մարտին նախորդ տարվա մարտի համեմատ տպագրվելէ 8 միլիոն 361 հազար 119 հատ ավել ՀԴՄ կտրոն: 2019 առաջին եռամսյակում նախորդ տարվա առաջին եռամսյակի համեմատ ավել տպագրված ՀԴՄ կտրոնների թվը 20 միլիոն 710 հազար 114 հատ է:
  4. ՊԵԿ բողոքարկման հանձնաժողովը առաջին եռամսյակում լսել է 506 բողոք, որից 288-ը, այսինքն կեսից ավելին՝ բավարարվել է  (նախորդ տարի նույն ժամանակահատվածում լսվել էր 152 բողոք, բավարարվել էր 78-ը): Այս վիճակագրությունը ոչ միայն վկայում է հարկային մարմինների եւ գործարար միջավայրի փոխվստահության աճի մասին,  այլեւ էականորեն բեռնաթափում է դատական համակարգը»,- իր ֆեյսբուքյան էջում գրել է ՀՀ վարչապետը:

    Ասվածին մնում է հավելել, որ ՊԵԿ-ից շատ դժգոհել պետք չէ, այլ առողջ  համագործակցել է պետք, որպեսզի ոչ միայն համակարգը լավ աշխատի,  այլև տնտեսվարողները գոհ մնան ու երկրի տնտեսությունը կարողանա նորմալ շունչ քաշել:
