ՀՀ կառավարությունն ու տարբեր ոլորտներում, հատկապես տնտեսագիտության ոլորտում փորձագիտական հանրությունը պետք է համագործակցեն:

 ՀՀ վարչապետ Նիկոլ Փաշինյանը ԵՊՀ տնտեսագիտության և կառավարման ֆակուլտետի ուսանողների ու պրոֆեսորադասախոսական կազմի հետ հանդիպմանը կարևորեց Հայաստանում փորձագիտական ինստիտուտների զարգացումը:

Պրոֆեսորադասախոսական կազմի անդամ Թաթուլ Մանասերյանը դիտարկումներ արեց կրթության և գիտության ոլորտի վերաբերյալ: Նա նկատեց, որ շատերն ավարտում են բուհն ու գնում արտերկիր: 

«Շատ կարևոր է հասկանալ, թե ինչպես պետք է կառուցվեն կառավարության և տնտեսագիտական հանրության հարաբերությունները: Այսօր կա տնտեսական մոդելի մի պատկերացում, որը վստահության մանդատ է ստացել ՀՀ քաղաքացիների կողմից, և տնտեսագիտականհանրությունը իր մոտեցումներով ու առաջարկներով պետք է իր տեսլականը ներկայացնի, թե ինչպես պետք է այդ մոդելը կյանքի կոչվի: Առանց քաղաքական տեսլականի ոչ մի տնտեսագիտական քննարկում վերջնական իմաստ չի ստանում: Կարևոր է, որ խնդիրնիրականացնելու համար քաղաքացիներից ստացել ենք մանդատ, և շատ կարևոր է, որ այդ մանդատը հնարավորինս արդյունավետիրականացնելու համար կարողանանք կառուցողական հարաբերություններ հաստատել տնտեսագիտական հանրության հետ»,- ասաց վարչապետ Փաշինյանը:

Նա նկատեց, որ տնտեսական գործընթացները պետք է զարգանան որոշակի քաղաքական տեսլականի շրջանակում և նշեց, որ իրենց ներկայացրած տեսլականը միանշանակ չի ապացուցել իր ճշմարտացիությունը, քանի որ աշխարհում չկա մի տեսլական, որը 100 տոկոսով իր ճշմարտացիությունն ապացուցած լինի: Վարչապետը վստահեցրեց՝ կառավարությունն  այդ մոդելի իրագործման համար վերցրել է քաղաքական պատասխանատվություն, ժողովրդից ստացել է մանդատ, և տնտեսագիտական հանրության հետ հարաբերությունները պետք է կառուցվեն այս տրամաբանության մեջ: «Կառավարման հետ կապված ամենամեծ խնդիրն այն է, որ փորձագիտական հանրություն-կառավարություն համագործակցության խնդիր կա: Կառավարությունն այսօր ցանկացած խնդրի լուծման համար փորձագետներ է հրավիրում արտերկրից՝ դրա համար վարկեր ու գրանտներ վերցնելով: 

Փորձագիտական ինստիտուտը պետք է էականորեն ուժեղանա: Տեսակետներ կան, թե Հայաստանի փորձագիտական ներուժի մեխանիզմներն այն աստիճանի հղկված չեն, և եթե սկսենք տեղական փորձագիտական հանրության հետ աշխատել, շատ բաներից ետ կմնանք: Սակայն ես կարծում եմ, որ այդ ժամանակն արժե ծախսել, որ ունենանք ուժեղ փորձագիտական ինստիտուտներ բոլոր ոլորտներում»,- ասաց Փաշինյանն ու հավելեց, որ այդ ներուժը հիմնականում կենտրոնացած է համալսարաններում:
