ՀՀ-ն ապրում է բավականին դժնդակ օրեր. նախկին իշխանությունների հետ կապված ամեն ինչ մերժելը բավական ծանր է նստում Նիկոլ Փաշինյանի կառավարության վրա։ Երբ «հեղափոխությունից» հետո այն մարդիկ, որոնք երբևէ չէին էլ կարող երազել իշխանություն ունենալու մասին, ստանձնեցին այդ մեծ պատասխանատվությունն ու բեռը, թվաց, թե առաջին գործը քանդել-ջնջելն է այն ամենը, ինչը նախկինների հետ է կապված։ Նույն ձեռագիրն էր նաև փորձագիտական շրջանակների հետ աշխատանքում։ Նախկին իշխանության հետ արտաքին ուղղությամբ աշխատող փորձագետները համարվեցին «պերսոնա նոն գրատա»։ Բավական երկար տարիներ դրսի հետ քարոզչական պատերազմներ տված ու այդ գործում հմտացած մարդիկ հեռացվեցին իշխանական կաստայից, սակայն կարճ ժամանակ անց հետևանքները տեսանելի դարձան։ Նոր ու անփորձ կադրերով չես դիմադրի, զորօրինակ, ադրբեջանական հզոր քարոզչական հնարներին, ոչ էլ իրենց փորձագետ համարող ու առավոտից երեկո միայն իշխանության գովքն անող մարդկանցով է հնարավոր այդ խնդիրներին լուծում տալ։

Այսօր ՀՀ-ում ունենք մի այնպիսի իրավիճակ, երբ կառավարման համակարգում որոշումների ընդունման հետ կապված լուրջ ճգնաժամ կա։ Նախարարությունների տարբեր օղակներում պատասխանատուները ձեռնպահ են մնում որոշումներ կայացնելուց. խուսափում են պատասխանատվություն վերցնելուց և հարցերը վերահասցեագրում են մեկը մյուսին կամ ենթականերին։ Այս կերպ ասած՝ իսկական խառնաշփոթ։

Նշյալին զուգահեռ որոշ նախարարություններում դիմում են գրում և աշխատանքից դուրս գալիս հին աշխատողները, քանի որ վերջիններիս նյարդերը չեն դիմանում նոր ղեկավարներին, որոնք բոլորովին անտեղյակ են գործից, պատկերացում չունեն կառավարման համակարգի մասին, չգիտեն քայլերի հաջորդականությունը, չեն զանազանում առաջնայինը երկրորդականից։

Որոշակի առումով արտգործնախարարությունում կա ադեկվատության փոքր չափաբաժին, քանի որ սկսեցին համագործակցել փորձագիտական դաշտի հետ։ Արտաքին ճակատում գլխավոր նպատակը հօգուտ Հայաստանի ձեռքբերումներ արձանագրելն է, իսկ այս դեպքում, ինչպես ասում են, սատանայի հետ էլ կարելի է համագործակցել։

Եթե այս ամենին գումարենք Դավիթ Սանասարյանի շուրջ ստեղծված իրավիճակը՝ ակնհայտ է դառնում, որ ներիշխանական կյանքում ամեն ինչ, մեղմ ասած, «իր հունով չի ընթանում»։ Այս գործընթացներին համակցվել են նաև նորերը.բոլորն սկսել են բոլորից զգուշանալ ու միմյանց կասկածել։
