Վերջին շրջանում լուրջ ակտիվ խոսվում է այն մասին, թե ինչպեսկզարգանան ՀՀ հարաբերությունները աշխարհի հիմնական ճամբարների հետ հարաբերվելիս։ Շրջանռվում են տարբեր տարբերակներ և հիպոթեզեր, թե ինչ կլինի, եթե ՀՀ-ն իր հարաբերությունները լավացնի կամ ասենք հակառակը՝ խզի ԱՄՆ-ի, ՌԴ կամ ԵՄ հետ։

Կարևոր է փաստել, որ ԱՄՆ-ՌԴ, մյուս կողմից՝ ԱՄՆ-ԻԻՀ հակասությունները լավագույն պահը չեն, որ Վաշինգտոնը կարևորի ՀՀ-ի հետ հարաբերությունների խորացումը, երբ տարածաշրջանում ունի Վրաստան։

Դատելով միջազգային պայմանագրերից ԱՄՆ-ի դուրս գալու քաղաքականությունից՝ Դոնալդ Թրամփի վարչակազմը չի կարևորում որևէ պետության հետ պայմանագրային հարաբերությունները և փորձում է փոխել երկրորդ համաշխարհային պատերազմից հետո հաստատված աշխարհակարգը, ձևավորել հարաբերությունների նոր մոդել՝ «նախ և առաջ Ամերիկան» սկզբունքով։ Այսինքն՝ սկսվել է գործընթաց, որտեղ կասկածի տակ է դրվում ՆԱՏՕ-ի արդյունավետությունը, նոր հիմքեր են փորձում ձևավորել ԱՄՆ-ԵՄ, ԱՄՆ-ՉԺՀ հարաբերությունների համար։

Այս կոնտեքստում, որքան էլ վիրավորական հնչի ՀՀ-ն ունի բավականին փոքր դերակատարություն, որովհետև հարաբերությունների առանցքում դրվում է ոչ թե պետությունը, այլ որոշակի խնդրի լուծումը, որտեղ այդ պետությունը դիտարկվում է իբրև այդ խնդրի լուծմանն առնչվող տարածք: Դա նույն քաղաքականությունն է, որ տասնամյակներով վարում է ՌԴ-ն։ Օրինակ՝ որևէ մեկը գիտի՞ հարցի պատասխանը՝ ինչու՞ ստեղծվել ու գործում է ՌԴ-Ադրբեջան-ԻԻՀ նախագահների եռակողմ ձևաչափ՝ տարածաշրջանի խնդիրները լուծելու համար, բայց չի եղել ու չկա ՌԴ-Հայաստան-ԻԻՀ ձևաչափ։ Կամ՝ ինչու՞ Հայաստանն ընդամենը բնապահպանության նախարարի մակարդակով մասնակցեց Պեկինում Մետաքսի ճանապարհի համաժողովին, որին մեկնել էր Ալիևը ու հանդիպեց Սի Ձին Պինի հետ, որին ներկա էր Պուտինը:

Նկատենք, որ այս գործընթացում առաջին ջութակ էր փորձում նվագել պաշտոնաթող Նուրսուլթան Նազարբաևը։ Ակնհայտ է նաև, որ Հայաստանը դուրս մնում «Մետաքսի ճանապարհի» բոլոր նախագծերից։  Բնական է, որ աշխարհի աչքում մնում ենք Մոսկվայի սատելիտ պետություն, որտեղ հեղափոխությունից հետո էլ մտածողության ու քաղաքականության փոփոխություն չի եղել։ Ոչ ԵՄ-ն, ոչ ԱՄՆ-ը չեն անելու առաջին քայլը՝ Հայաստանը չունի այնպիսի ու այնքան բնական ռեսուրսներ, աշխարհաքաղաքական ու աշխարհագրական դիրք, որ գերտերություններն իրենց շահերից ելնելով՝ խնդիր դնեն ստանալ Հայաստանի բարեկամությունը կամ համագործակցել Հայաստանի հետ։ Նրանք բավարարվելու են Հայաստանը ալիքի վրա պահելով: ԵՄ-ն՝ Արևելյան գործընկերության զարգացման ծրագրերով: ԱՄՆ-ը՝ ժողովրդավարության աջակցության։ Այլ կլիներ իրավիճակը, եթե Հայաստանը նույնականացվեր իբրև անկախ պետություն, որ ներքին ու արտաքին քաղաքականության մեջ կարողանում է անկախ լինել։

Որևէ երկրի նկատմամբ վերաբերմունքը ձևավորվում է՝ ելնելով ազգային շահից և այդ երկրի քաղաքականությունից։ Այս կտրվածքով՝ Հայաստանը ԱՄՆ-ից մեկ սպասելիք ունի՝ ԱՄՆ-ում բնակվող հայերի ներդրումները: Բայց նրանք էլ պիտի իրենց շահագրգռությունն ունենան։

Հարց է առաջանում՝ իրականում ի՞նչ վերաբերմունք ունի ԵԱՀԿ Մինսկի խմբի համանախագահ ԱՄՆ-ը Լեռնային Ղարաբաղի հարցում։ Իրո՞ք համանախագահները տարակարծություններ չունեն։ Կլինի՞, չի՞ լինի կամ ե՞րբ կլինի Վաշինգտոնի հանդիպումը, կպարզվի առաջիկայում: 2020-ին ԱՄՆ-ում նախագահական ընտրություններ են, կվերընտրվի՞ Թրամփը: Համաշխարհային քաղաքականության համար սա վճռորոշ հարց է, թեև փորձը ցույց է տվել, որ նախագահները փոխվում են, ԱՄՆ-ի քաղաքականությունը՝ հազվադեպ, հուսանք, որ մեր դեպքում այդպես չի լինի։
