Վերջին շրջանում բավականին հետաքրքրիր զարգացումների ենք ականատես լինում: Գործող իշխանությունների կողմից պառլամենտի արտահերթ ընտրությունները շուտ անցկացնելու «ամենազորավոր» փաստարկն այն էր, որ պոտենցիալ ներդրողները հերթ են կանգնել կառավարության դռանն ու պահանջում են իշխանության ամբողջացում՝ ՀՀ տնտեսությունը շենացնելու նպատակով: Այս միտքն ակտիվորեն զարգացրեց հատկապես Նիկոլ Փաշինյանը, երբ ԱՄՆ հայ համայնքի ներկայացուցիչների հետ հանդիպմանը հաղորդեց Երևանի ավագանու ընտրություններում «Իմքայլը» դաշինքի համոզիչ հաղթանակի «ավետիսը»:

Մյուս կողմից որոշ տնտեսագետներ հակադրվեցին վարչապետի մոտեցմանը, սակայն ընդդիմադիր տեսակետները համարվեցին «հակահեղափոխական», ու արտահերթ ընտրություններն անցկացվեցին իշխանության նախանշած ժամկետներում: Իշխանությունների հաղթանակն ավելի քան համոզիչ էր, սակայն հիմաՀՀ «հպարտ» քաղաքացիներս, անհամբեր սպասում ենք շռնդալից ներդրումների մասին տեղեկատվական հոսքերին: Սակայն վիճակագրական տվյալները «սառը ցնցուղի» ներգործություն ունեցան, ու պարզվեց, որ 2018-ին նախորդ տարվա համեմատ օտարերկրյա ուղղակի ներդրումները մոտ 1,8 տոկոսով են ավելացել, դոլարային պատկերով՝ աճը 2018-ին 4,5 միլիոն է: Ստացվում է՝ կամ Փաշինյանի թիմը մեզ մանիպուլացրել է, կամ էլ հեղափոխության արժեքները տնտեսության մեջ առհասարակ չեն կապիտալիզացվել, այլ խոսքով՝ ապաշնորհ է գտնվել կառավարությունը:

Այս առումով երկրորդփաստարկն այն է, որ ընթացիկ տարվա առաջին եռամսյակում ՏԱՑ-ն ընդամենը 6,5 տոկոս է՝ միանգամայն համադրելի անցած երեք՝ «ոչ հեղափոխական» տարիների ցուցանիշներին: Այս ամենի հանրագումարում «տնտեսական հեղափոխության» շեշտադրումները միայն ժպիտ կարող են առաջացնել, կամ էլ կառավարության ընդդիմախոսների անխնա քննադատությունը:

Այստեղ միանգամից հարց է առաջանում, թե ինչո՞ւ Հայաստանում այդպես էլ տնտեսությունը թռիչքաձև չաճեց կամ չարձանագրվեց ներդրումային բում: Փաշինյանի թիմին թվում էր՝ դրա համար հակակոռուպցիոն պայքարը բավարար է: Պայքարի գոյությունն ու անհրաժեշտությունը միանշանակ որևէ մեկը չի վիճարկում, մյուս կողմից՝ նախկին համակարգի ու դրա կոռուպցիոն մեխանիզմների կազմաքանդումը մեխանիկորեն չէին կարող հանգեցնել ներդրումային ակտիվացմանը:

Այս ամենը փաստելով կարող ենք ամրագրել և հասկանալ, թե ինչի համար ընտրությունները տեղի ունեցան դեկտեմբերին, և ոչ թե մայիսին:
