7-րդ գումարման Ազգային ժողովի պատգամավոր Նաիրա Զոհրաբյանը ԵԽԽՎ նստաշրջանում կրկին խոսել է հայ ռազմագերիների խնդրի մասին, կոչ անելով Եվրոպայի Խորհրդին անհետեւանք  հայտարարություններից անցնել կոնկրետ քայլերի։ Զոհրաբյանը կոչ է արել Եվրոպայի խորհրդին կասեցնել ադրբեջանական պատվիրակության լիազորություններն ու կալանք դնել Ալիեւի ընտանիքի եւ այդ երկրի քաղաքական էլիտայի եվրոպական բանկային հաշվիների վրա։ Զոհրաբյանը նշել է, որ միայն կոշտ պատժամիջոցներով է հնարավոր հասնել հայ ռազմագերիների խնդրի լուծման։

 Իր ելույթում Զոհրաբյանն ասել է․

«Հարգելի գործընկերներ, 

Հատկապես այսօր, երբ Եվրոպայում ատելությունն ու անհանդուրժողականությունը դարձել են լուրջ խնդիր եւ քաղաքական գործիչները մեծ պատասխանատվություն ունեն քաղաքական մշակույթը պոպուլիզմից, ստից, մանիպուլյացիաներից եւ քաղաքական հակառակորդների դեմ պայքարում անընդունելի գործիքներից զերծ պահելու համար, մեր այսօրվա քննարկումը առավել քան ակտուալ է։ Այո, քաղաքական գործիչը պետք է ունենա մանդատ՝ ազատորեն իրականացնելու խոսքի իր իրավունքը, ինչը, սակայն, չի կարող որեւէ կարմիր գծեր չունենալ։ Երբ Ադրբեջանի նախագահը հայերին անվանում է ստախոսներ եւ ասում է՝ 30 տարի Արցախը եղել է հրեշների, վայրի գազանների եւ շակալների ձեռքում, երբ հայտարարում է, թե հայերին Արցախից վռնդելու է շների պես, երբ Բաքվի պղծության պուրակում, որտեղ հայ զինվորների նվսատացնող մանեկեններն են, այդ երկրի քաղաքական էլիտայի ներկայացուցիչները դպրոցականների համար էքսկուրսիա են անում ու նրանց սնում ատելությամբ, ես առավել քան վստահ եմ, որ ռասիզմը եւ հայաֆոբիան չի կարող խոսքի ազատություն համարվել ու պիտի կանխվի։ 

Հարգելի գործընկերներ, հունիսի 13-ին Ադրբեջանը Հայաստանին վերադարձրեց 15 ռազմագերի՝ նրանց փոխանակելով ականապատ տարածքների քարտեզների հետ։ Հայաստանի իշխանությունը պարտավոր էր պահանջել մեր բոլոր ռազմագերիներին, որովհետեւ ես չգիտեմ, թե հիմա՞ ինչ է պահանջելու Ադրբեջանը՝ մնացյալ ռազմագերիներին վերադարձնելու համար։ Ու եթե մեր կառույցը կոնկրետ պատժամիջոցներ չկիրառի այդ երկրի հանդեպ, ապա մեծ մտավախություն ունեմ, որ բազմաթիվ հայ մայրեր այդպես էլ չեն գրկի իրենց որդիներին։ 

Նորից եմ հարցնում՝ ինչո՞ւ չեք կասեցնում ադրբեջանական պատվիրակության ձայնի իրավունքը, նորից եմ հարցնում՝ ինչո՞ւ չեք պահանջում միջազգային կառույցներից կալանք դնել Ալիեւի ընտանիքի եւ նրա կլանի եվրոպական բանկային հաշվիների վրա։ 

Ես խոսել եմ երկու շաբաթ առաջ հայրենիք վերադարձած տղաների հետ։ Բաքվի բանտում նրանք տեսել են դժոխքը, նրանք եղել են դժոխքում։ 

Ադրբեջանին կոչերով եւ հորդորներով դիմելն այլեւս անիմաստ է։ Եվ ես նորից և ամեն օր կոչ եմ անելու կոնկրետ պատժամիջոցներ կիրառել Ադրբեջանի հանդեպ այլապես, Ադրբեջանը կարող է դառնալ Եվրոպայի ու եվրոպական արժեքների վերջին գերեզմանափորը»։
