Ադրբեջանի կառավարությունը լռեցնում է մամուլը՝ վախենալով «գունավոր հեղափոխությունից»

«Freedom House» միջազգային իրավապաշտպան կազմակերպությունը հրապարակել էր իր` 2015թ. «Մամուլի ազատություն» զեկույցը: Զեկույցում վատ դինամիկա արձանագրած երկրների շարքում էին հայտնվել Ադրբեջանը և Թուրքիան, որում Ադրբեջանը 199 երկրների թվում լրագրողների և մամուլի նկատմամբ այդ երկրների իշխանությունների կողմից մշտապես գործադրվող բռնությունների և ճնշումների պատճառով զբաղեցրել էր 188-րդ հորիզոնականը` ճանաչվելով անազատ երկիր: «Freedom House» իրավապաշտպան կազմակերպությունը իր անհանգստությունն էր հայտնել Ադրբեջանում տիրող իրավիճակի վերաբերյալ և միջազգային հանրությանը կոչ էր արել հունիսի 12-28-ին կայանալիք առաջին Եվրոպական խաղերի նախօրեին ուշադրություն դարձնել երկրում մամուլի ազատության մռայլ մթնոլորտին:

Ադրբեջաբական «Turan» լրատվական գործակալության թղթակցի հետ զրույցում «Freedom House»-ի նորընտիր նախագահ Մարկ Լագոնը անդրադառնալով զեկույցի ցուցանիշներին, նշել էր, որ իր կազմակերպությունն անհանգստացած է Ադրբեջանում քաղաքացիական հասարակության վրա գործադրվող ճնշումներից։ Վերջինս մասնավորապես նշել էր. «Մենք շատ անհանգստացած ենք նրանից, որ արևմտյան կառավարությունները, էներգետիկ պաշարների հասանելիություն ունենալու պատճառով կամ հանուն ահաբեկչության դեմ պայքարի և անվտանգության ապահովման, չեն արձագանքում քաղաքացիական հասարակության ճնշումներին։ Այսօր այդ ճնշումը Ադրբեջանում ավելի է, քան անցյալում: Ես անհանգստացած եմ, որ նման երկրների կառավարությունները ձգտում են միջազգային միջոցառումներն օգտագործել իրենց հեղինակության համար օգուտ քաղելու նպատակով»։

«Freedom house» կազմակերպության տարածաշրջանային ծրագրերի գծով փոխնախագահ Ռոբերտ Հերմանը անդրադառնալով Ադրբեջանում տիրող մարդու իրավունքների իրավիճակին, նշել է, որ Ադրբեջանի Նախագահ Իլհամ Ալիևը դասվում է ամենավատ բռնապետների շարքին: Թեմայի առնչությամբ իր կարծիքն է հայտնել նաև «Բաց հասարակություն ինստիտուտի Եվրասիայի» գծով գլխավոր քաղաքական վերլուծաբան Ջեֆ Գոլդսթինը ով նշել է, որ անհրաժեշտ է մեծացնել Ադրբեջանի կառավարության հանդեպ ճնշումները: Նա հավելել է, որ Բաքվի կառավարությունը կարծում է, թե Արևմուտքը «գունավոր հեղափոխություն» է նախապատրաստել նաև Ադրբեջանի համար, և խիստ վախեցած է այդ ծրագրով, ինչի պատճառով էլ ուժեղացրել է բռնաճնշումները երկրում:

Անկախ այն հանգամանքից, որ Ադրբեջանը հանդիսանում է Եվրոպայի Խորհրդի ու Մարդու Իրավունքների Խորհրդի անդամ, այն մի շարք միջազգային մարմինների կողմից շարունակաբար ենթարկվում է քննադատության: Մի շարք մեղադրանքների թվում պաշտոնյաները մեղադրվել են ինքնակամ ձերբակալությունների մեջ, անորոշ բանտարկությունների , ծայրագույն դաժան խոշտանգումների, տանջանքների իրականացնելու ու մարդկանց ստիպողական անհետացնելու մեջ:

Իշխանությունների դեմ ցույցերը հաճախ ճնշվում են կոպիտ և բռնի միջոցներով: Հատկանշական է, որ 1993 թվականին Հեյդար Ալիևի՝ իշխանության գալուց ի վեր Ադրբեջանում չի անցկացվել որևէ ազատ ու արդար ընտրություններ:
