Տեղական ինքնակառավարման մարմիններում հաջողություն գրանցելու համար քաղաքական թիմերը նախևառաջ պետք է մշտապես կոնսուլտացիաների մեջ լինեն սեփական ընտրողների հետ: Եվ դա ոչ թե ընտրությունից ընտրություն կամ այսրոպեական պահանջի հիման վրա պետք է տեղի ունենա, այլ լինի ամենօրյա աշխատանք, ինչ որ տեղ նաև քաղաքական կենսակերպ: Նման մշակույթ Հայաստանում չկա, քանի որ ընտրական պրոցեսները չեն դիտվում որպես քաղաքական գործառույթ, այլ իշխանության ապահովման, այն հարատև դարձնելու ու հարստացման պարզ միջոց են:

Հայաստանում հասարակություն-իշխանություն դիսկուրսը հիմնված է հենց այս ֆորմատի վրա: Այդ իսկ պատճառով լոկալ, տեղական հարցերը երկար ժամանակ ոչ միայն լուծում չեն ստանում, այլ նաև քննարկան ենթական չեն: Հետևաբար նոր քաղաքական մշակույթ ձևավորելը մեզանում գնալով դառնում է դժվար, իսկ նորանոր կուսակցությունները, շեշտը դնելով հիմնականում մայրաքաղաքային տրամադրությունների ու ընտրազանգվածի վրա, փակվում են կամ դադարում են քաղաքական գործոն լինելուց նույնպիսի արագությամբ, ինչպիսին որ բացվել էին:

Իշխանության ստրատեգիան փոփոխություն չի կրել Հայաստանում 25 տարի. լավ թե վատ այն կարողանում է ապահովել իր վերարտադրությունը՝ պահելով լծակները իր ձեռքում: Սա առավել մտահոգիչ պիտի լինի այն քաղաքական ուժերի, միավորումների, անձանց համար, ովքեր նպատակ ունեն ինչ-որ բան փոխել երկրում: Իհարկե, սա բարդ խնդիր է, իհարկե, մեկ օրվա լուծելիք խնդիր չէ, և շատ կարևոր է ազնիվ գտնվել հասարակության հետ և հերթական անգամ ոսկե սարեր խոստանալով՝ ընտրություններից հետո ընդհատակ չանցնել:

Մերօրյա քրտնաջան աշխատանքը, թիմային ոգի ձևավորելը չի կարող զսպել ոչ մի իշխանություն, եթե նույնիսկ նրա դիրքերը բոլոր առումներով ամուր լինեն: Հայաստանում իշխանությունը թուլացած է, էլ ավելի սպառված է ընդդիմությունը, իսկ բոլորից խռոված, հիասթափված է հասարակությունը: Հետևաբար ժողովրդի տարբեր սեգմենտների հետ առնչվելիս յուրատեսակ մոտեցում է պետք նոր քաղաքական մշակույթ ձևավորողների մոտ: Եթե ձևավորվի թիմային աշխատանք և հնարավոր լինի ապահովել նրա կայունությունը, ապա ժողովուրդը կգնա նույնիսկ 10 հոգանոց կուսակցության հետևից, միայն թե 10-ն էլ լինեն որոշում ընդունող և ընդունված որոշումների, սեփական ընտրողի ամեն ձայնի համար մինչև վերջ պայքարող անձինք:
