Արևելյան գործընկերության գագաթնաժողովից առանձնապես մեր սպասելիքները մեծ չէին, թեպետ դա նաև լավ առիթ էր Արևմուտքի հետ հարաբերությունների վերաձևավորման ու բազմակողմ համագործակցության նոր ուղիների որոնման համար:

Ըստ էության, զտելով հերթական սպասելի հայտարարություններն ու մեկնաբանությունները, պարզ է դառնում, որ գոնե մեզ համար ոչ մի դրական տեղաշարժ այս պահին արձանագրել հնարավոր չէ: Արտգործնախարար Էդվարդ Նալբանդյանը գագաթնաժողովից հետո հայտարարել է, որ ստորագրվելիք հռչակագրում խոսվում է այն մասին, որ այն խորհրդատվությունները, որոնք Հայաստանը սկսել էր Եվրամիության հետ դեռ նոյեմբեր ամսին, կարող են շարունակվել: Արտգործնախարարը նաև նշել է, որ դրանք ոչ թե բանակցություններ էին, այլ հենց խորհրդատվություններ, քանի որ Եվրոպական կողմի պատվիրակությունը չուներ մանդատ՝ բանակցությունների վարման համար:

Այսինքն ստացվում է, որ Եվրամիության հետ մենք ոչ թե բանակցել ենք Ռիգայում, այլ անց ենք կացրել կոնսուլտացիաների շարք և դեռ պարզ չէ՝ արդյո՞ք Եվրամիության խորհուրդը կհաստատի այդ մանդատը, թե ոչ: Սակայն, եթե ընդունենք, որ նույնիսկ հետագայում կողմերը կսկսեն երկկողմ բանակցություններ, ապա այդ դեպքում էլ բավականին խրթին և լղոզված է այդ բանակցությունների տեսլականը: Նախ Հայաստանը ԵՏՄ անդամ երկիր է, ինչն արդեն իսկ Եվրամիության հետ խորը և համապարփակ համագործակցության համար խոչընդոտ է, ինչքան էլ եվրոպացի գործընկերները հայտարարեն, թե հարգում են մեր դիրքորոշումը: Եվ հետո գագաթնաժողովում ԵԵԽ նախագահ Դոնալդ Տուսկը հայտարարեց, որ գագաթնաժողովը ճանաչում է արևելյան գործընկերության անդամ պետությունների տարածքային ամբողջականությունը, սակայն առանց հստակեցնելու, թե մասնավորապես Ղարաբաղյան կոնֆլիկտի առկայության պարագայում ի՞նչ նկատի ունեն տարածքային ամբողջականություն ասելով:

Հղում է կատարվել միջազգային իրավունքի շրջանակներում հարցի կարգավորմանը, ինչը հստակ որևէ հարցի պատասխան չի տալիս, թե հատկապես ո՞ր սկզբունքները պետք է հաշվի առնվեն, ըստ էության, հայկական ու ադրբեջանական կողմերին չգրգրռելու համար: Այնպես որ, չնայած յուրաքանչյուր հանդիպում կարելի է փոքրիկ դրական տեղաշարժ անվանել, սակայն առայժմ մեզ համար որպես արդյուքն ու ձեռքբերում դա համարել չենք կարող:
