Հայաստանի ներքաղաքական կյանքի ամենակնճռոտ խնդիրներից մեկը օտարերկրյա դրամաշնորհներն են, որոնց միջոցով կայացվում և ռեալիզացվում է հասարակական-քաղաքական դաշտի մի զգալի հատվածը: Չնայած վերոնշյալ կոնտիգենտի մի մասը պարզապես հերքում է օտարերկրյա փողերի առկայությունը, բայց նրանց կեցվածքը և գործունեության տրամաբանական հաջորդականությունը գոնե մեթոդաբանական առումով փաստում են հակառակը: Բայց կա նաև մի խումբ, որն ունի հետևյալ համոզմունքը՝ «Վերցնել գումարը, բայց կուլիսների ետևում ծառայեցնել լավ գաղափարների իրականացման համար»: Սա ռոմանտիկ  «գրանտակերների» կոնտիգենտն է, որն ավելի շատ աչքի է ընկնում գլխուղեղի ոչ համաչափ զարգացմամբ:

Դեռևս անհիշելի ժամանակներից գոյություն ունի մի անշրջելի ճշմարտություն՝ «Ում փողերը, նրա էլ պայքարը»: Փողը ինքնիշխանության կարևորագույն ատրիբուտներից մեկն է ինչպես պետության, այնպես էլ անհատի պարագայում: Այսինքն, ուրիշի փողերով հնարավոր չէ լինել ինքնուրույն և մի բան էլ պետականշինության գործընթացում փորձել հիմնային քար տեղադրել: Այդ տեսանկյունից առաջանում է հետևյալ հարցադրումը՝ ինչո՞ւ են արևմտյան տերությունները ֆինանսավորում ինչպես Հայաստանի իշխանություններին, այնպես էլ իշխանությունների դեմ հանդես եկող քաղաքական գործիչներին և քաղաքացիական ակտիվիստներին, որոնց նպատակը հեղափոխությունն է՝ համեմված այրվող մեքենաների բարիկադներով: Որքան էլ որ պատասխանը պարզունակ չհնչի, բայց այլ կարծիք լինել չի կարող. իշխանությունները ֆինանսավորվում են՝ պետական խողովակներով հարատև կախվածության մեջ գտնվելու նպատակով, իսկ ընդդիմադիրները՝ այդ կախվածությունը վերահսկողության տակ պահելու համար:

Փորձենք խոսակցությունը մի փոքր ավելի լրջացնել, որպեսզի կարողանանք ճշգրիտ ընկալել երևույթի ողջ էությունը:

«Դեմոկրատիան և՛ միջոց է, և՛ նպատակ, ինչպես նաև անվտանգության առաջնային երաշխիք»: Այս ձևակերպման շրջանակներում է ամբողջանում ԱՄՆ-ի արտաքին քաղաքականության  ողջ էությունը, որն իրենից ենթադրում է ինքնազսպվել, ինքնասահմանափակվել ինստիտուցիոնալիզացված աշխարհակարգում: ԱՄՆ-ն իր ինստիտուցիոնալ համակարգերի միջոցով ներկա է աշխարհի գրեթե բոլոր երկրներում, իսկ ներկայության կարևորագույն երաշխիքը «ժողովրդավարական խաղաղությունն է»: Իսկ որո՞նք են այդ ինստիտուտները.

  1. ամերիկյան դեպարտամենտ
  2. իրավապաշտպանական կազմակերպություններ
  3. բնապահպանական ճակատներ
  4. կրոնական կազմակերպություններ
  5. հասարակական կազմակերպություններ
  6. ամբողջական կուսակցություններ
  7. գիտական ընկերակցություններ:

Այս ցանկը, իհարկե, դեռ երկար կարող ենք շարունակել, բայց սահմանափակվենք այսքանով: Միայն ավելացնենք, որ այս փոխգործակցության արդյունքում թալանվում է Հայաստանի ընդերքը, օտարվում են լավագույն մարդկային ռեսուրսները:

Իսկ ո՞րն է ելքը, ինչպե՞ս պետք է ազատվել տարբեր կողմերից պետականությունը քայքայող ամերիկյան և ռուսական (սա բոլորովին այլ քննարկման նյութ է) փոխներթափանցման սպառնալիքներից: Պատասխանը միանշանակ պարզ է և հասարակ.

  1. արմատախիլ անել օլիգարխիկ պետական կառավարման համակարգը
  2. պետականաշինության գործը վստահել պետական-ազգային շահը բոլոր դեպքերում գերադասող պրոֆեսիոնալ ուժերին, որոնց ֆինանսավորման միակ աղբյուրը կլինի սեփական մտավոր աշխատանքը և պետական բյուջեն:
