Մասնագիտական կրթության որակի ապահովման ազգային կենտրոնի (ՈԱԱԿ) տնօրեն Ռուբեն Թոփչյանը Orer.am-ի թղթակցի հետ զրույցում, համեմատելով Հայաստանի և արտերկրի բուհերի կրթական ծրագրերը, նշում է, որ հայաստանյան բուհերում բակալավրիատում ուսանողին մեծամասամբ տալիս են ընդհանուր տեսական գիտելիք, որը նա դժվարանում է կապել իրողության հետ ու կյանքում կիրառել:

Մինչդեռ արտերկրում առաջին կուրսից ուսանողին տեսանելի է ստացած գիտելիքի կապն իր մասնագիտության հետ, այնտեղ ուսանողին տալիս են էլի ընդհանուր, բայց մասնագիտացված գիտելիք: «Ուսանողը չի զգում առարկայի կարևորությունը, եթե այն կապակցված չէ իր մասնագիտության հետ»,- ասում է Թոփչյանը: ՈԱԱԿ-ը, ինստիտուցիոնալ հավատարմագրման շրջանակում դիտարկում է նաև, թե տվյալ բուհի շրջանավարտները որքանով են կարողացել աշխատանք գտնել: «Բուհերն ասում են` շուկան տվյալ մասնագիտության պահանջը չունի, այդ պատճառով էլ մեր շրջանավարտն աշխատանքի չի ընդունվել: Մենք հարցնում ենք, թե շուկան տվյալ մասնագետի պահանջը չունի, ապա դուք ինչո՞ւ եք նման մասնագետներ պատրաստում»,- ասում է Ռ. Թոփչյանը:

Նրա կարծիքով` եթե բուհն ավարտելուց հետո երիտասարդն օգնական է աշխատում կամ քարտուղար, ապա բուհը պետք է հայտարարի, որ ինքը նաև օգնական կամ քարտուղար է պատրաստում: «Բուհն ուսանողի հետ բաց և թափանցիկ պետք է աշխատի: Եթե բուհերն ազնիվ լինեն, գուցե հնարավոր կլինի ամեն ինչ ավելի արդյունավետ կազմակերպել»,- ասում է նա: Ռուբեն Թոփչյանի կարծիքով՝ նաև լուրջ խնդիր է այն, որ այսօր բուհերում դասավանդող դասախոսական կազմը բավարար չի մոտիվացվում: «Բուհի ղեկավարությունը պետք է կարևորի և շեշտի իր դասախոսի մասնագիտական առաջընթացը: Դա ավելի շատ կմոտիվացնի, քան փոքր խրախուսավճարը»,- ասում է պարոն Թոփչյանը:

Նա նաև հակադարձում է բուհերի մոտեցմանը, թե բավականաչափ գումար ունենալու պարագայում կունենան նաև լավ դասախոսներ: «Լավ դասախոս ունենալը միայն փողի հարց չէ: Բավարար քանակությամբ համապատասխան մասնագետներ պետք է լինեն»,- նկատում է վերջինս: Թոփչյանի խոսքով՝ լինում են դեպքեր, երբ նույնիսկ բուհերի ղեկավարությունն է համակարգի տեսլականը քննարկելիս հուսահատ մտքեր արտահայտում, ինչն իր համար հասկանալի չէ:

Նրա կարծիքով` հուսահատվել պետք չէ, այլ պետք է հետևողականորեն գործել ու հավատալ նախաձեռնած փոփոխություններին:
