ԼՂՀ-ում 2015 թ.-ին տնտեսական աճի ցուցանիշը կհատի 8 %-ի շեմը

Արցախի Հանրապետության կառավարության՝ նոյեմբերի 18-ին կայացած հերթական նիստի ժամանակ կառավարության անդամները հավանության են արժանացրել «ԼՂՀ 2016 թ.-ի պետական բյուջեի մասին» ԼՂՀ օրենքի նախագիծը, որի համաձայն հաջորդ տարվա համախմբված բյուջեն եկամուտների գծով կկազմի ավելի քան 86 մլրդ 185 մլն դրամ (առանց միջբյուջետային փոխանցումներից ստացվող մուտքերի), ներառյալ` Հայաստանի Հանրապետությունից ստացվող միջպետական վարկի գումարը: Բյուջետային ծախսերը գալիք տարում կլինեն մոտ 88 մլրդ 946 մլն դրամ (առանց միջբյուջետային փոխանցումների), իսկ պակասուրդը կկազմի 2 մլրդ 761.3 մլն դրամ:

ԼՂՀ վարչապետ Արայիկ Հարությունյանը հաջորդ տարվա պետբյուջեի տրամաբանության և սկզբունքների մասին տեղեկացրել է, որ պահպանվելու են ոլորտային հատկացումների ծավալները, իսկ որոշ կարևոր ոլորտներ կստանան նպատակային լրացուցիչ միջոցներ: «Ինչ վերաբերում է ծախսերի նվազեցմանը, ապա բարեփոխումների արդյունքում բյուջետային համակարգում կրճատել ենք 245 հաստիք և 96 մեքենա, ինչի շնորհիվ խնայելու ենք շուրջ 800 մլն դրամ: Այսուհետ ևս շարունակելու ենք պետական կառավարման համակարգի արդյունավետության բարձրացման և ծախսերի նվազեցման քաղաքականությունը»,- ասել է Ա. Հարությունյանը:

Անդրադառնալով տնտեսության զարգացման տեմպերին, ինչպես նաև փոքր և միջին ձեռնարկատիրության խթանման քաղաքականությանը՝ վարչապետը ներկայացրել է վիճակագրական մի շարք տվյալներ, որոնք վկայում են ոլորտի շարունակական զարգացման մասին: «Կառավարության խթանող քաղաքականության շնորհիվ՝ հանրապետությունում 2007թ. դրությամբ առկա 3,235 հարկատուների թիվը 2014թ.-ին հասել է 5,110-ի, ինչը հնարավոր է դարձել գլխավորապես ՓՄՁ սուբյեկտների քանակի աճի հաշվին: Գլխավոր ցուցանիշներից մեկը ևս խոսուն է. 2016թ.-ին կանխատեսվում է շուրջ 236 մլրդ դրամ համախառն ներքին արդյունք, մինչդեռ 2010թ.-ին այն շուրջ 118 մլրդ դրամ էր: Համոզված եմ՝ նախագահ Բակո Սահակյանի նախընտրական ծրագրին համապատասխան՝ ընթացիկ տարին կավարտենք ՀՆԱ-ի ավելի քան 8 տոկոս աճով, մոտավորապես նույն չափի աճ նախատեսում ենք նաև 2016թ.-ին»,- նշել է կառավարության ղեկավարը:

ԼՂՀ վարչապետի մամուլի քարտուղար Արտակ Բեգլարյանը Orer.am-ի հետ զրույցում նշեց, որ 2016 թ.-ի ԼՂՀ պետբյուջեի ուղղվածությունը սոցիալական ուղղվածություն ունի, ինչպես նաև պահպանվել է անցյալ տարվա տրամաբանությունը: «Որոշակի նոր ծրագրեր են լինելու նաև տնտեսական զարգացման ուղղությամբ: Դրան հարակից այլ օրենքներ են ընդունվել, որով հարկային արտոնություններ են նախատեսվում հատկապես ՓՄՁ-ների և սկսնակ բիզնեսների համար: Սա նաև այլ գործիքակազմով հաջորդ տարի ավելի կխթանվի տնտեսական զարգացումը»,- ասաց Ա. Բեգլարյանը: ԼՂՀ մամուլի խոսնակը նշեց նաև, որ 2015 թ.-ի 9 ամիսների կտրվածքով համախառն ներքին արդյունքի աճը կազմել է 7,3 %, սակայն կանխատեսումների համաձայն տարեվերջին այն կանցնի 8 % -ի ցուցանիշը: «Պետբյուջեով կանխատեսվում է, որ 2016 թ.-ին տնտեսական աճը կկազմի մոտ 8 %, իսկ ՀՆԱ-ի աճը կլինի 8 %-ից մի քիչ ավելի»,- ասաց Ա. Բեգլարյանը:
