ՀՀԿ-ն տվել է նոր սեզոնի մեկնարկը. Հովիկ Աբրահամյանը մարտահրավե՞ր է նետել Սերժ Սարգսյանին

«Ժամանակ» թերթը գրում է. «ՀՀԿ-ն, ըստ էության, ազդարարել է նոր քաղաքական սեզոնի մեկնարկը՝ հայտարարելով Ընտրական օրենսգրքի փոփոխության շուրջ քաղաքական խորհրդակցություններ սկսելու մասին:

Բնականաբար, այդ խորհրդակցությունների առաջին հասցեատերը ՀՅԴ-ն ու ԲՀԿ-ն են, եւ ըստ էության հենց այս փոփոխություններին նրանց աջակցության հարցի հիմքում էլ ընկած կլինի կոալիցիոն քննարկումների վերջնական արդյունքը: Այդ պատճառով էլ ՀՀԿ-ն Սահմանադրական հանրաքվեից հետո ըստ էության անմիջապես ձեռնամուխ եղավ կոալիցիոն քննարկումների եւ տրամադրությունների սառեցման՝ ՀՅԴ-ին ու ԲՀԿ-ին հասկացնելով, որ դեռ վաղ է խոսել դրանց մասին, քանի դեռ սեղանին է Ընտրական օրենսգիրքը, որը պակաս կարեւոր չէ իշխանության համար, քան Սահմանադրության բուն նախագիծը:

Մեծ հաշվով, դա կարեւոր է նաեւ ՀՅԴ-ի ու ԲՀԿ-ի համար՝ նկատի ունենալով այն, որ ընտրական կանոնները պետք է մշակվեն հենց այդ փաստաթղթի շրջանակում: Այսինքն՝ ըստ էության դրանով է միս ու արյուն ստանալու խորհրդարանական կառավարման մոդելը: Իսկ այստեղ արդեն ըստ էության ստեղծվում է հետաքրքիր իրավիճակ, քանի որ ԸՕ մասով կարծես թե, այսպես ասած, քաղաքական կոնսենսուսի անհրաժեշտություն ՀՀԿ-ն չունի, չկա նաեւ այդպիսի, այսպես ասած, արտաքին հորդոր՝ ինչպես Սահմանադրության դեպքում:

Վերջին հաշվով՝ ԸՕ-ն անցկացվելու է խորհրդարանական քվեարկությամբ, ոչ թե համաժողովրդական: Հետեւաբար այստեղ կոնսենսուսի խնդիր չկա՝ կա մեծամասնության պարզ կանոնի խնդիր, որը ՀՀԿ-ն ի զորու է միայնակ ապահովել:

Սրան զուգահեռ՝ պետք է հիշել, որ վաղուց մոնոլիտ չէ ՀՀԿ-ն, եւ այստեղ կա շահերի մեծ բախում, ընդ որում՝ ոչ միայն զուտ ֆինանսատնտեսական, այլեւ քաղաքական, իշխանական շահերի:

Այն բանից հետո, երբ վարչապետական հավակնության մասին ազդարարեց Սերժ Սարգսյանը, իսկ Հովիկ Աբրահամյանն էլ մարտահրավեր նետեց, թե վարչապետը դեռեւս ինքն է, իսկ 2017-ից հետո վարչապետին կորոշի ՀՀԿ-ն, ակնհայտ է, որ ՀՀԿ-ում նախընտրական շրջանն ընթանալու է լուռ դիմակայությամբ, որը չի կարող շրջանցվել ԸՕ քննարկումներում:

Այստեղ ահա առաջանում է ՀՅԴ-ի եւ ԲՀԿ-ի դերակատարության աճ՝ նկատի առնելով այն, որ այս ուժերը կլինեն ՀՀԿ-ում առկա ուժերի հարաբերակցության որոշակի հակակշիռներ: Եվ այստեղ շատ հետաքրքրական է, որ ՀՅԴ-ի դեպքում գործ ունենք Սերժ Սարգսյանի գծով իրականացվող հարաբերության հետ, իսկ ԲՀԿ-ի դեպքում՝ Հովիկ Աբրահամյանի գծով:

Սակայն կա մի նրբերանգ՝ ՀՅԴ-ի պարագայում Հովիկ Աբրահամյանը ոչ մի շանս չունի, իսկ ահա ԲՀԿ-ում Սերժ Սարգսյանը ունի զգալի շանսեր, եւ Հովիկ Աբրահամյանն այստեղ ավելի շատ վերահսկելի «կուրատոր» է, քան «սեփականատեր»: Այս հարցում կարեւորությունը գիտակցելով՝ ՀՅԴ-ն էլ Սահմանադրական հանրաքվեից հետո բարձրացրել է իր նշաձողը եւ պահանջում է լրացուցիչ եւս երեք պաշտոն՝ մարզպետների պաշտոն:

Սահմանադրական հանրաքվեից հետո ՀՀԿ-ն սառեցնելով կոալիցիոն տրամադրվածությունը՝ ՀՅԴ-ին ու ԲՀԿ-ին ակնարկեց, որ զգալիորեն նվազեցնում է կոալիցիայի համար իր վճարելիք գինը, այսինքն՝ պաշտոնների քանակը: Դրան հակառակ՝ ՀՅԴ-ն փաստորեն բարձրացնում է իր ակնկալած գինը՝ գիտակցելով, որ ՀՀԿ-ի ներքին իրավիճակը Սերժ Սարգսյանին այնքան էլ հեշտ զբոսանք չի խոստանում ԸՕ մշակման հարցում, եւ ՀՅԴ-ի կարիքը կարող է զգացվել:

ԲՀԿ-ն մանեւրի մեծ հնարավորություններ, իհարկե, չունի, որովհետեւ այս քաղաքական ուժն ավելի շատ վերածված է դեկորացիայի, որն իր նշանակությունն ընդհանրապես կկորցնի 2017-ից հետո»:
