ԵԱՀԿ ԺՀՄԻԳ փորձագիտական խմբի սուր հայտարարությունն ու դրա արձագանքը

ԵԱՀԿ-ի Ժողովրդավարական հաստատությունների և մարդու իրավունքների գրասենյակի փորձագիտական խումբը հրապարակել է Հայաստանում անցկացված սահմանադրական փոփոխությունների հանրաքվեի վերաբերյալ վերջնական զեկույցը: ԵԱՀԿ ԺՀՄԻԳ-ի զեկույցում եղել են բազմաթիվ քննադատություններ՝ հանրաքվեի կազմակերպման հետ կապված: Արված հայտարարության օբեկտիվության եւ բարձրաձայնված խնդիրները վերաբերյալ Orer.am-ը զրուցեց ԱԺ պետաիրավական մշտական հանձնաժողովի նախագահ, ՀՀԿ խմբակցության պատգամավոր Հովհաննես Սահակյանի հետ, ով կարծում է, որ հայտարարությունը ընդհանրական էր՝ հիմնված հրապարակումների վրա:

«Հայտարարության հետ կապված կարող եմ ասել իմ անձնական տեսակետը, մի շարք դրույթներ, որոնք զեկույցի մեջ տեղ են գտել, ավելի շատ վերաբերում են Ընտրական օրենսգրքին, որոնք արդեն իսկ տվյալ օրենսգրքում քննարկման առարկա դարձել են: Մի շարք դրույթներ էլ կարծես մամուլում տեղ գտած հրապարակումների վրա են հիմնված եւ իրականության հետ ադքան էլ կապ չունեն, սակայն, այնուամենայնիվ, զեկույցը կարելի է համարել եւ ընդունել ոչ միայն որպես ի գիտություն, այլեւ ընտրական օրենսգիրքը քննարկելու ժամանակ օրենսգրքի մասով մտահոգություններ, մտորումներ ու տեսակետներ, որոնք կարելի է քննարկման առարկա դարձնելու եւ ու դրանց որոշակի ընթացք տալ»,- ասաց պատգամավորը:

Պատգամավորը կարծում է, որ ԵԱՀԿ ԺՀՄԻԳ փորձագիտական խումբը փոքր-ինչ շտապել է կարծիք արտահայտելու մասով. «Տվյալ խումբը իր փորձագիտական եզրակացությունը տալիս է, օրինակ՝ Ընտրական օրենսգրքի նախագծի առաջին ընթերցման փուլում, որպեսզի նաեւ դրանց հիման վրա որոշակի շտկումներ ու բարելավումներ իրականացվեն: Մենք գիտենք, որ այսօր Ընտրական օրենսգրքի հետ կապված որոշակի գործընթացներ կան, սակայն որեւէ նախագիծ առ այսօր գոնե հրապարակային չի քննարկվել ու Ազգային ժողով չի եկել: Հետեւաբար, այդ զեկույցը մի փոքր շտապողականություն ուներ: Կարծում եմ, որ երբ Ընտրական օրենսգիրքը քննարկման առարկա կդառնա, ԵԱՀԿ ԺՀՄԻԳ-ը նաեւ ուսումնասիրելով տվյալ օրենսգրքի նախագիծը միգուցե իր այսօրվա զեկւոյցի մեջ որոշակի վերապահումներ անի»:
