Զավեշտալի քարոզարշավ կամ պոեզիայի օրը Հրազդանում

Ապրիլի 17-ին կայանալիք Հրազդանի քաղաքապետի ընտրություններն ի սկզբանե խոստանում էին դրամատիկ ընթացք։ Սակայն երեկ գործող քաղաքապետի շտաբի կողմից իր մրցակցի շտաբի պետ և ԱԺ պատգամավոր Նիկոլ Փաշինյանի՝ Հրազդանում կատարած այցելությունների գաղտնի նկարահանումն ու հայտարարությունը գերազանցեցին դրամատիզմի բոլոր սպասումները։ Սակայն, մի կողմ թողնելով գործող քաղաքապետի շտաբի հանցակազմ պարունակող գործողությունները, դիտարկենք նման միջոցներով քարոզարշավի կազմակերպմանը։

Առաջին հայացքից թվում է, թե տասնամյակից ավելի քաղաքապետի պաշտոն զբաղեցնող թեկնածուն և իր շտաբը իրենց քարոզարշավը պետք է կատարեին անցած տարիների ընթացքում գրանցած հաջողությունների, ապագա իրականացվելիք կամ կիսատ մնացած ձեռնարկումներն ավարտելու վրա։ Սա կլիներ դասական քարոզարշավ գործող քաղաքապետի կողմից։ Գումարած սրան՝ որպես կանոն, գործող պետական ծառայողը՝ տվյալ դեպքում քաղաքապետը, պետք է որ առավելագույնս խուսափեր ցանկացած տեսակի սկանդալների մեջ հայտնվելուց, քանի որ հենց գործող պաշտոնյան ամենաշատը շանսեր ունի ներկայացնելու իր արածը կամ գոնե չարածի օբյեկտիվ պատճառները։ Ստվերային գործընթացների առումով, հաշվի առնելով հայաստանյան քաղաքական ու նախընտրական միջավայրը, պետք է նշենք, որ գործող պաշտոնյայի ձեռքում կենտրոնացված են փոքր քաղաքի չափանիշերով հսկայական վարչական լծակներ, որոնց կիրառության պարագայում պաշտոնյան կարող էր ապահովել իր համար անհրաժեշտ ձայների տոկոս։

Թերևս որևէ մեկի համար գաղտնիք չէ, որ բոլոր, առավել ևս տեղական մարմինների ընտրություններում վարչական ռեսուրսի կիրառումը մշտապես առկա է այս կամ այն չափով։ Սակայն պարզվում է, որ Հրազդանի գործող քաղաքապետի շտաբը գնաց բոլորվին այլ՝ շանտաժի կամ դեղին քարոզչության ճանպարհով, որը խրախուսելի չէ անգամ ընդդիմադիր մրցակիցների պարագայում։ Սա նշանակում է, որ գործող քաղաքապետը նախ՝ ոչինչ չունի հակադրելու իր մրցակիցների քարոզարշավին, գումարած՝ գործող քաղաքապետի շտաբը ցայտնոտի մեջ է և կիրառում է քարոզչության այնպիսի գործիքներ, որոնք ավելի ու ավելի են թուլացնում իրենց դիրքերը և վերջապես, գործող քաղաքապետի շտաբում ընգրկված են ոչ կոմպետենտ և ոչ ադեկվատ մարդիկ, որոնք արջի ծառայություն են մատուցում հենց քաղաքապետ թեկնածուին։

Հասկանալի է, նման քայլերով գործող քաղաքապետը կամա թե ակամա բարձրացնում է իր մրցակիցների հնարավորությունները և ավելին, իրեն դնում անհարմար, եթե չասենք զավեշտալի վիճակի մեջ։ Թե ինչպես է նման քայլերով փորձում գործող քաղաքապետը վերընտրվել, դժվար է անգամ պատկերացնել, քանի որ հայաստանյան առցանց միջավայրում տարածված տեսանյութն ու դրա վերաբերյալ գործող քաղաքապետի շտաբի հայտարարությունը բացարձակ անլրջության տպավորություն էին թողնում և´ բովանդակությամբ, և´ ձևակերպումներով՝ ԱԺ պատգամավորի տեղաշարժը ներկայացնելով որպես «զարհուրելի փաստ»։ Նման ձևակերպումները թերևս կարելի բացատրել միայն նրանով, որ մարտի 21-ը պոեզիայի համաշխարհային օրն է և միայն այդ պատճառով է Հրազդանի քաղաքապետի նախընտրական շտաբը հանդես եկել նման պոետիկ հայտարարություններով։
