Էկոնոմիկայի նախարար Արծվիկ Մինասյանի առաջարկով ԱԺ-ն ընդունեց «Քաղաքացիական ծառայության մասին» և «Տեսչական մարմինների մասին» ՀՀ օրենքներում փոփոխություններ և լրացումներ կատարելու մասին նոր օրենքները, որոնք, ի թիվս այլոց, ապրիլի 26-ին վավերացվեցին նաև ՀՀ նախագահի կողմից: Ի դեպ, օրինագծերի քննարկման ժամանակ ԱԺ պատգամավորները մտավախություն էին հայտնել, որ առաջարկվող փոփոխություններն ընդունելուց հետո այն կարող է քաղծառայողների աշխատանքից ազատվելու պատճառ դառնալ:

Հին ու նոր օրենքների «փորձարկման» թիրախում են հայտնվել Շուկայի վերահսկողության պետական տեսչության նախկին աշխատակիցները, որոնք նախորդ վեց ամիսներին եղել են քաղաքացիական ծառայության կադրերի կարճաժամկետ ռեզերվում: Ռեզերվում գտնվելու ժամկետի ավարտը, սակայն, երկու օրվա տարբերությամբ (ապրիլի 28-ին) համընկել է ապրիլի 26-ին ՀՀ նախագահի կողմից ստորագրած նոր օրենքների ընդունման հետ և իրականում պարզ չէ, թե նշված տեսչության նախկին աշխատակիցների հարցն ինչ սկզբունքով է իրականացվելու:

Հարցին պարզաբանում ստանալու համար Orer.am-ը դիմեց ՀՀ քաղծառայության խորհրդի մամուլի քարտուղար Գոռ Աբրահամյանին: Մեր հարցին ի պատասխան՝ ստացանք հետևյալ պարզաբանումը. ««Քաղաքացիական ծառայության մասին» և «Տեսչական մարմինների մասին» ՀՀ օրենքներում լրացումներ և փոփոխություններ կատարելու մասին նոր օրենքները ուժի մեջ են մտել հրապարակման հաջորդ օրը, իսկ օրենքները հրապարակվել են ապրիլի 26-ին։ Հետևաբար, դիմումատուների հետ կապված բոլոր իրավահարաբերությունները կարգավորվում են ուժի մեջ մտած օրենքների շրջանակներում»:

ՀՀ քաղծառայության խորհրդի մամուլի քարտուղարի տեղեկացմամբ՝ այսօրվա դրությամբ ՀՀ էկոնոմիկայի նախարարության աշխատակազմի շուկայի վերահսկողության տեսչական մարմնի թափուր պաշտոնները համալրելու նպատակով մրցույթներ հրապարակված չեն, իսկ տեսչության լուծարումից հետո այդ տեսչության աշխատակիցները՝ թվով 30 քաղաքացիական ծառայող, գրանցված են եղել քաղծառայության կադրերի կարճաժամկետ ռեզերվում։

«Ապրիլի 28-ին լրացել է քաղաքացիական ծառայության կադրերի կարճաժամկետ ռեզերվում նրանց գտնվելու առավելագույն՝ վեցամսյա ժամկետը։ Այդ քաղաքացիական ծառայողներից 14-ը ապրիլի 27-ին, սահմանված կարգին համապատասխան, դիմումներ են ներկայացրել ՀՀ քաղաքացիական ծառայության խորհուրդ՝ ՀՀ էկոնոմիկայի նախարարության աշխատակազմի շուկայի վերահսկողության տեսչական մարմնի թափուր պաշտոնները զբաղեցնելու համար։ Քանի որ նրանք դիմումները ներկայացրել են մինչև քաղաքացիական ծառայության կադրերի կարճաժամկետ ռեզերվում նրանց գտնվելու առավելագույն ժամկետի լրանալը, ՀՀ քաղաքացիական ծառայության խորհուրդը դիմումներին համապատասխան ընթացք է տրվել»,- տեղեկացրել է ՀՀ քաղծառայության խորհրդի մամուլի քարտուղար Գոռ Աբրահամյանը:
