Ընտրական օրենսգրքի նախագծի քննարկումներն անցել ու շարունակում են անցնել կառուցողական մթնոլորտում: Կառավարությունը, Ազգային ժողովը, քաղաքական ուժերը և քաղաքացիական հասարակության ներկայացուցիչներն արել են ամեն ինչ, որպեսզի հնարավոր լինի հասնել որակյալ Ընտրական օրենսգրքի ընդունման:

Ազգային ժողովում երկրորդ ընթերցմամբ ՀՀ ընտրական օրենսգրքի նախագծի քննարկման ընթացքում նման կարծիք հայտնեց ԱԺ փոխնախագահ Էդուարդ Շարմազանովը:

«Քաղաքական մեծամասնությունը պատրաստ է լսել և լսում է մեր ընդդիմադիր գործընկերների և քաղաքացիական հասարակության առաջարկները: Մենք ցանկանում ենք աշխատել կառուցողական մթնոլորտում: Վերջին շրջանում պետաիրավական հանձնաժողովում միասնական աշխատանքի արդյունքում մենք տեսնում ենք, որ դրական տեղաշարժ կա:

Քիչ առաջ էլ կառավարության ներկայացուցիչ Դավիթ Հարությունյանը, պատասխանելով պատգամավորների մտահոգություններին, ասաց, որ եղել են ծանրակշիռ առաջարկներ, որոնք ընդունվել են առաջինից երկրորդ ընթերցման ռեժիմում: Կան առաջարկներ, որոնք չեն ընդունվել, սակայն այստեղ էլ իշխանությունները քայլ են անում: Մենք ասում ենք՝ եկեք մինչև հունիսի 1-ը ընդունենք Ընտրական օրենսգիրքը, քանի որ այսպիսին է Սահմանադրության պահանջը, դրանից հետո կարող ենք քննարկել նոր առաջարկներ և փոփոխություններ անել»,- նշեց Շարմազանովը:

ԱԺ փոխնախագահն ընդդիմադիր գործընկերներին կոչ արեց չխուսափել կոնսոլիդացիա բառից: «Առաջին ընթերցմամբ Ընտրական օրենսգրքի նախագծին կողմ է քվեարկել 98 պատգամավոր: Հանրապետական խմբակցությունն ունի 71 անդամ: Եթե մենք հաշվի առնենք, որ մեր որոշ գործընկերներ այդ քվեարկության օրը հարգելի պատճառներով բացակայել են, ապա կարող ենք ասել, որ 30-ից ավել ընդդիմադիր պատգամավորներ կողմ են քվեարկել նախագծին: Սա արդեն կոնսոլիդացիա է: Մենք ակնկալում ենք, որ երկրորդ ընթերցումից հետո ավելի լայն կոնսոլիդացիա կլինի, քանի որ շարունակվում են ընդունվել մեր գործ ընկերների առաջարկները»,- ընդգծեց նա:

Շարմազանովի խոսքով՝ Ընտրական օրենսգրքի նախագծի քննարկումները իրենք սկսել են «դատարկ բաժակով»: «Առաջին ընթերցմամբ Ընտրական օրենսգրքի նախագծի քննարկումից հետո կիսով չափ լցրել ենք այդ բաժակը, իսկ երկրորդ ընթերցմամբ քննարկումից հետո այն ավելի շատ է լցվելու: Միասնական աշխատել ենք ու հասել ենք այս կետին, եկեք ջուր չլցնենք մեր աշխատանքի վրա: Մեր բոլորի նպատակը մեկն է՝ ունենալ ուժեղ, ժողովրդավարական, հզոր Հայաստան: Այս Ընտրական օրենսգրքի արդյունքում մենք կունենանք ընտրություններ, որի պատասխանատուն մենք բոլորս ենք լինելու»,- եզրափակեց ԱԺ փոխնախագահը:
