ԱՄՆ նախագահ Դոնալդ Թրամփի կողմից հունվարի 27-ին ստորագրած հրամանագրով 90-օրյա ժամկետով ԱՄՆ մուտքի սահմանափակումներ են մտցվում Սիրիայի, Իրաքի, Իրանի, Լիբիայի, Եմենի, Սոմալիի և Սուդանի քաղաքացիների համար: Ստորագրած հրամանագրի ու դրանից բխող հետեւանքների մասին Orer.am-ը զրուցել է քաղաքագետ Գագիկ Համբարյանի հետ. «Նախընտրական քարոզարշավի ժամանակ ինքը խոստացել էր ամերիկացիներին թույլ չտալ մահմեդականների մուտքն ԱՄՆ: Դոնալդ Թրամփը երբեք էլ չի թաքցրել, որ հակակրանքով է վերաբերվում մահմեդականներին, ու այս որոշումը պետք է դիտարկել հենց այդ պրիզմայի ներքո: Ըստ Թրամփի՝ ինքն արգելափակել է այն երկրների քաղաքացիների մուտքը ԱՄՆ, որոնց հենց ԱՄՆ-ն մեղադրում է ահաբեկչական կազմակերպությունների հետ համագործակցելու մեջ: Ամերիկացիները կարծում են, որ Իրանը, Սիրիան ահաբեկիչներին հովանավորող երկրներ են, սակայն նույն ԱՄՆ-ն, չգիտես ինչու, չի արգելափակում Քաթարի ու Սաուդյան Արաբիայի քաղաքացիների մուտքը տվյալ երկիր, եւ դա այն պարագայում, երբ բոլորի համար էլ բացահայտ պարզ է, որ այդ երկրները հովանավորում են բազմաթիվ ահաբեկչական կազմակերպությունների գործողությունները ոչ միայն Սիրիայում, այլեւ Ռուսաստանում, իսկ ժամանակին հովանավորել են նաեւ Արցախյան պատերազմի ժամանակ մահմեդական կազմակերպություններին, որոնք կռվում էին ադրբեջանցիների կողմից»:

Ինչպես ընդգծեց քաղաքագետը թեեւ դա բավական մեծ սկանդալի առիթ է դարձել, բայց Դ. Թրամփի այդ որոշումը սպասելի էր:

«ԱՄՆ-ն այն երկիրն է, որն իրեն երեւակայել է որպես գերտերություն, նա ցույց է տալիս, որ կարող է բոլորի հետ խոսել այնպես, ինչպես ինքն է ցանկանում: Նույն ԱՄՆ-ի համար բացարձակ միեւնույն է գործ ունի Իրանի, Ռուսաստանի, թե եվրոպական ինչ-որ երկրի հետ: Նկատենք, որ, այսպես ասված, արգելափակված երկրներից շատերի հետ ԱՄՆ-ն վաղուց դիվանագիտական հարաբերություններ չունի»,- ասաց քաղաքագետը՝ հավելելով, որ եթե ժամանակին ԱՄՆ մուտքի արգելափակում էր դրվում անձանց նկատմամբ, որոնք գտնվում էին հատուկ ծառայությունների անմիջական հսկողության տակ, ապա այժ ֆորմատը փոխվել է:

Ըստ Գ. Համբարյանի ԱՄՆ նախագահի քայլը հաշվարկված էր եւ չէր պարունակում միամտության եւ ոչ մի նշույլ, քան որ. «Նա ցանկանում էր տեսնել, թե ինչ արձագանքներ կլինեն որոշումից հետո: Պետք է ուշի ուշով հետեւել, թե արգելափակման հետեւանքներն ինչպիսին կլինեն:Կարծում եմ, որ սա Թրամփի եզակի որոշումը չի լինի, որը մեծ սկանդալ է առաջացնելու: Չմոռանանք, որ ԱՄՆ նախագահն իր հակակրանքը չի թաքցնում նաեւ սեռական փոքրամասնությունների նկատմամբ, նա բավական բացասական կարծիք ունի հարեւան Մեքսիկայի նկատմամբ, որին պատրադրում է համահովանավորել ԱՄՆ-ի եւ Մեքսիկայի սահմանին պատի կառուցումը, այն դեպքում, երբ այդ ծրագիրը Թրամփի ծրագիրն է»:
