Մինչև 2025 թվականը Հայաստանը պետք է անցնի համընդհանուր ներառական կրթության

ՀՀ կրթության և գիտության նախարար Լևոն Մկրտչյանն  ընդունել է Human Rights Watch միջազգային կազմակերպության փոխտնօրեն, Եվրոպայի և Կենտրոնական Ասիայի գծով ղեկավարի տեղակալ Ջեյն Բյուքենենի և նույն կազմակերպության Հարավային Կովկասի գծով տնօրեն Գիորգի Գոգիայի գլխավորած պատվիրակությանը:

Ինչպես տեղեկացրին կրթության եւ գիտության նախարարությունից,  ողջունելով հյուրերին` նախա րար Լևոն Մկրտչյանը նշել է, որ մեր երկիրը բավականին ճանապարհ անցել է դեպի ներառական կրթություն և տեսական փուլից այժմ քայլ է կատարում դեպի գործընթացի:

«Տարիներ առաջ, երբ ընդամենը ներառական կրթության գաղափարախոսությունը մուտք գործեց Հայաստան, հասարակությունը խիստ բացասական ընդունեց` համարելով, որ հաշմանդամություն ունեցող երեխաների հետ միևնույն դպրոցում կրթություն ստանալը հոգեբանորեն կազդի մյուս երեխաների վրա: Տարիներ անց հասարակության մոտ այդ առումով լուրջ դրական տեղաշարժեր արդեն առկա են»,-նշել է նախարարը: Նա հյուրերին տեղեկացնել է, որ մինչև 2025 թվականը Հայաստանը պետք է անցնի համընդհանուր ներառական կրթության:

Միաժամանակ խոսելով ներառական կրթության գաղափարախոսության մասին` նախարար Լևոն Մկրտչյանն ընդգծել է, որ ներառականությունն առավել մեծ ընդգրկում ունի, քան հաշմանդամություն ունեցող երեխաների կրթության ապահովումն է: «Ցանկացած փոքրամասնության` սկսած սիրիահայ երեխաներից մինչև առանձնահատուկ կարողություններով օժտված երեխաների կրթության ապահովում` ներառական կրթության շրջանակում պետք է իրականացվի, հետևաբար կարծում ենք, որ բարեփոխումներ իրականացնելիս ներառականության գաղափարախոսությանը պետք է մոտենալ ամբողջության մեջ և ժամկետների առումով շտապողականություն չցուցաբերել»:

Այս համատեքստում Լևոն Մկրտչյանը տեղեկացրել է, որ ներկայում մարզ առ մարզ անցում է կատարվում ներառական կրթության, իսկ 2017 թվականից պետական բյուջեում ընդգրկվել է ուսուցչի օգնական հաստիքը, որի կարևորությունը հաշվի առնելով նախատեսվում է վերապատրաստման լուրջ ծրագիր իրականացնել:

Հանդիպման ընթացքում տիկին Բյուքենենին տեղեկացրել է, որ Երևան այցի նպատակներից մեկն էլ Հայաստանում որակյալ ներառական կրթության մատչելիության վերաբերյալ հաշվետվության հրապարակումն է: Human Rights Watch-ի փոխտնօրենի ներկայացմամբ, ներառական դպրոցներ հաճախող հաշմանդամություն ունեցող աշակերտների մի մասի ծնողները ստիպված են լինում մինչև դպրոցական օրվա ավարտը մնալ դպրոցում, քանի որ երեխաները դեռևս մեկուսացված են զգում դասարանի մյուս աշակերտների շրջանում:

Ըստ տիկին Բյուքենենի` հատկապես մարզերում ծնողների մի մասը խուսափում է երեխաներին ուղարկել ներառական կրթությամբ դպրոցներ` ուսուցումը կազմակերպելով տնային պայմաններում: Այս հանգամանքը տիկին Բյուքենենին մտահոգել էր 2 առումով` նախ, որ դպրոց չուղարկելու պատճառներից է դպրոցական շենքերի ֆիզիկական անհամապատասխանությունը կրթության առանձնահատուկ պայմանների կարիք ունեցող երեխաների համար, և տնային ուսուցման անարդյունավետությունը, որը խաթարում է երեխաների բնականոն կրթական գործընթացը:

Նրա բնորոշմամբ` «տնային ուսուցման» անվանման տակ որոշ ծնողներ ներառական կրթության դպրոց չուղարկելով երեխաներին` սահմանափակում են երեխաների կրթություն ստանալու իրավունքը: Բարձր գնահատելով Human Rights Watch-ի իրականացված հետազոտության արդյունքները` նախարար Լևոն Մկրտչյանը հավաստիացրել է, որ այս կազմակերպության խորհրդատվությունները կարևոր են մեր երկրի համար` համընդհ անուր ներառականության անցման ճանապարհին:
