Գյուղնախարարությանը հատկացված բյուջետային միջոցներն ուղղվել են ոլորտում առաջնահերթ ծրագրերի իրականացմանը

Անցած տարի  ճշտված  պետական  բյուջեով և ՀՀ կառավարության   պահուստային  ֆոնդից  ՀՀ գյուղատնտեսության  նախարարությանը հատկացվել է 10 միլիարդ 997.8 միլիոն դրամ:  Ազգային ժողովում ՀՀ 2016թ. պետական բյուջեի կատարման հաշվետվության քննարկմանն այս մասին ասաց ՀՀ գյուղատնտեսության նախարար Իգնատի Առաքելյանը:

«Նշված միջոցներից 7 միլիարդ 267 միլիոն դրամն  ուղղվել է բյուջետային ծրագրերի իրականացմանը, 444 միլիոն դրամը՝    վարկային ծրագրերի համաֆինանսավորմանը»,- ընդգծեց նախարարը: 

Հատկացված ֆինանսական ռեսուրսներն ուղղվել են գյուղատնտեսության ոլորտում  առաջնահերթ ծրագրերի իրականացմանը:

«Գյուղատնտեսական կենդանիների պատվաստում» ծրագրով  նախատեսվել է  1 միլիարդ 214 միլիոն դրամ:  Իրականացվել է կենդանիների վարակիչ հիվանդությունների կանխարգելման, կենդանիների և մարդու համար ընդհանուր հիվանդություններից ազգաբնակչության պաշտպանության, անասնահակահամաճարակային կանխարգելիչ շուրջ 9  միլիոն միջոցառում, որի արդյունքում հանրապետությունում ապահովվել է կայուն անասնահամաճարակային վիճակ:

«Բույսերի պաշտպանության միջոցառումների» ծրագրով  նախատեսվել է 150 միլիոն  դրամ: Ծրագրով իրականացվել են կրծողների, մորեխների և անտառի վնասակար օրգանիզմների դեմ քիմիական պայքարի միջոցառումներ, որի արդյունքում հանրապետությունում ստեղծվել է կայուն բուսա­սանիտարական վիճակ։ Պայքարը իրականացված տարածքներում ապահովվել է 80-85% արդյունավետություն:

«Հողերի ագրոքիմիական հետազոտության և բերրիության բարձրացման միջոցառումների» ծրագրով նախատեսված բյուջեն և ֆինանսավորումը կազմել է 71.3 միլիոն դրամ: Ավելի քան 76.3 հազար հա գյուղատնտեսական նշանակության հողատարածքների վրա իրականացվել են ագրոքիմիական դաշտային հետազոտություններ: Մշակված ագրոքիմիական քարտեզների և պարարտացման երաշխավորագրերի օգտագործումը հնարավորություն է տալիս կոնկրետ պայմաններին և ագրոտեխնիկական պահանջներին համապատասխան կիրառել պարարտացում, որը բերքատվության և արտադրանքի որակի բարձրացման կարևորագույն երաշխիքներից է: 

«Գյուղատնտեսության ոլորտին տրամադրվող վարկերի տոկոսադրույքների սուբսիդավորման» ծրագրով նախատեսված բյուջեն և ֆինանսավորումը կազմել է 1 միլիարդ 163 միլիոն դրամ: Հանրա­պե­տության կառա­վարության կողմից հաս­տատ­­ված կարգին համապա­տաս­խան՝ գյուղա­տնտե­սու­թյան ոլորտին տրա­մա­դրվել են մատչելի տոկո­սադրույքով (14 %-ով), հայկական դրամով վարկեր, որի 6 տոկոսային կետը սուբսիդավորվել է: Վարկի մայր գումարի և տոկոսադրույքի վճարման համար սահմանվել է արտոնյալ ժամկետ` առնվազն 6 ամիս: Վարկերը տրամադրվել են մինչև 2 տարի ժամկետով, առավելագույն մայր գումարը կազմել է 3 միլիոն  դրամ:

«Պետական աջակցություն գյուղատնտեսական հողօգտագործողներին մատչելի գներով դիզելային վառելիքիձեռքբերման համար» ծրագրով նախատեսվել է 330 միլիոն դրամ: Ծրագրի գծով  առաջացել է շուրջ 54,6 մլն դրամի տնտեսում:  Դիզելային վառելանյութի 1 լիտրի չսուբսիդավորված գինը կազմել է 335 դրամ, որից  55 դրամը սուբսիդավորվել է ծրագրի շրջանակներում: Արդյունքում 1 լիտրը հողօգտագործողների վաճառվել է 280 դրամով:
