Հայաստանը կիբեռանվտանգության տեսանկյունից խոցելի է' ոչ միայն ընդհանուր կիբեռտարածքի մաս լինելով, այլև հարևան-թշնամի պետության կողմից թիրախ լինելու հանգամանքով: Այս մասին ԱԺ-ում խորհրդարանական լսումների ժամանակ հայտնեց տեղեկատվական անվտանգության փորձագետ Սամվել Մարտիրոսյանը: Նա ողջունելի համարեց այն փաստը, որ փորձ է կատարվում պետական մակարդակով միասնական մոտեցում ձևավորել:
Կիբեռանվտանգության ոլորտում վտանգները շատ արագ են առաջանում, քան երկրները կարող են դրանք ընկալել կամ դրանց դեմ քայլեր ձեռնարկել: Մեր դեպքում մենք ոչ միայն ընդհանուր կիբեռտարածքի մաս ենք, այլ երկիր ենք, որը կոնկրետ թիրախ է հարևան պետության կողմից: Այսինքն' ավելի ռիսկային գոտում ենք»,-ասաց փորձագետը:
Նա նկատեց, որ պետական ցանցային սեգմենտում ՀՀ ազգային անվտանգության ծառայությունը բավականաչափ գործողություններ է կատարում, որի արդյունքում իրավիճակը բարելավվել է: «Սակայն գոյություն ունեն այլ հանրույթներ, որոնք պետական չեն, բայց դրանց խոցելությունը կարող է խնդիրներ առաջացնել պետական մակարդակով: Խոսքը գնում է, օրինակ, բնական մենաշնորհների մասին, որոնք պետք է ակնհայտորեն ենթարկվեն աուդիտի, որպեսզի իրենց անվտանգության մակարդակը լինի համապատասխան առկա ռիսկերին: Բացի դրանից, հասարակությունը պետք է իրազեկ լինի այդ ոլորտներից: Նման հ ամակարգեր են էլեկտրացանցերը, ջրամատակարարման համակարգը»,-«Արմենպրես»-ի հաղորդմամբ' նշեց Սամվել Մարտիրոսյանը:
Մասնագետի խոսքով' վերջին երկու տարիներին Հայաստանը պարբերաբար DDos հարձակումների է ենթարկվել' ընդհուպ մինչև համացանցի խափանում: «Փաստ է, որ մեզ, մեր հնարավորությունները ստուգում են, ու մենք դրան պատրաստ չենք»,-հավելեց Սամվել Մարտիրոսյանը:
Մյուս խնդիրը կիբեռանվտանգության տեսանկյունից, որ մատնանշեց փորձագետը, հասարակության իրազեկվածությունն է: «Մարդիկ չեն գիտակցում, որ իրենք իրենցով հանդիսանում են թիրախ: Միանշանակ է, որ մարդկանց կրթելու պահանջ կա»,-ասաց Սամվել Մարտիրոսյանը' կարևորելով ոչ միայն կրթական հաստատություններում նմանատիպ կրթության ապահովումը, այլև ավելի բարձր տարիքի անձանց շրջանում իրազեկվածության բարձրացումը: «Ողջունելի կլիներ, եթե ավելի անվտանգ օպերացիոն համակարգերի ու ծրագրերի կիրառումը ներմուծվեր դպրոցներ ու պետական կառուցներ»,-ասաց փորձագետը:
Սամվել Մարտիրոսյանը նկատեց, որ Ադրբեջանի կողմից Հայաստանի նկատմամբ կիբեռհանցագործություն իրականացնելու առումով յուրահատուկ միտումներ են նկատվում: Նրանք սկսել են օգտագործել կիբեռվարձկաններին, որոնք ոչ միայն ադրբեջանական խմբավորումներ են, այլև հաքերներ Ռուսաստանից և Ուկրաինայից, բայց մասնագետը հորդորեց վերջին փաստը չքաղաքականացնել:
«Ադրբեջանցիներին օժանդակում են նաև թուրքական կազմավորումները, իսկ Թուրքիան այդ ներուժով աշխարհի առաջադեմ երկրներից է, եթե սա, իհարկե, առաջադիմության ցուցանիշ է»,-նշեց Մարտիրոսյանը:
Բացի այդ' փորձագետը մտավախություն հայտնեց, որ ադրբեջանցիները, բացի ներքին գաղտնալսումից, իրականացնում են Հայաստանի տարածքում գաղտնալսումներ հատուկ ծրագրի միջոցով, որը ներկայիս հակավիրուսային համակարգերը հեշտորեն չեն բացահատում: «Ադրբեջանն օգտվում է իտալական մի կազմակերպության ծառայություններից, որը հաքերային ծառայություններ է մատուցում երկրներին գաղտնալսումներ կատարելու համար: Հնարավոր է, որ այդ համակարգերը օգտագործվում են ոչ միայն Ադրբեջանի ներսում, այլ Հայաստանի տարածքում»,-նշեց Սամվել Մարտիրոսյանը:
Որպես եզրափակում փորձագետը նկատեց, որ պաշտպանությունը ենթադրում է նաև հարձակվելու հնարավորություն, առանց որի հավանական պատերազմի դեպքում շատ բարդ կլինի:
Նոյեմբերի 14-ին մեկնարկել է ԱԺ պաշտպանության, ազգային անվտանգության եւ ներքին գործերի մշտական հանձնաժողովի նիստը' «Կիբեռանվտանգության հիմնախնդիրները Հայաստանի Հանրապետությունում. սպառնալիքներ եւ մարտահրավերներ, արձագանքման եւ հակազդման մեխանիզմներ» թեմայով:
