Orer.am-ին հասած տեղեկությունների համաձայն, թեև տարիներ առաջ Արցախում բրիկետների արտադրություն է հիմնվել, որի նպատակը երկրում այլընտրանքային էներգիայի աղբուր և էներգետիկ անկախություն ձեռք բերելն է եղել, սակայն այն չի ծառայում իր բուն նպատակին:

Ու թեև բիզնեսը բավական եկամտաբեր է համարվում, բայց անհասկանալի պատճառներով Արցախում ազատվել է ավելացված արժեքի հարկ վճարելուց: Ի դեպ, այդ նախագիծը կյանքի է կոչվել Արցախի Հանրապետության նախկին վարչապետ Արայիկ Հարությունյանի քրտնաջան աշխատանքի շնորհիվ: Բայց ինչպես երևում է, շատ նախագծերի նման, այս մեկը ևս, ոչ թե ծառայում է ժողովրդին, այլ՝ ինչ-որ անձանց նեղ խմբային շահերի և մեծ հաշվով ժողովրդին որևէ օգուտ չի բերում:

Կարճ ասած՝ ազգային ծրագրի անվան տակ ստեղծվել ու կյանքի է կոչվել մի ֆեյք նախագիծ, որից ստացվող եկամուտը որոշ անձանց բիզնես նպատակները սպասարկելու և ահռելի եկամուտներ ստանալու համար է, ոչ թե ժողովրդին օգնելու:

Արցախ այցելած զբոսաշրջիկներից մեկը մեզ հետ զրույցում նշեց, որ գյուղեր այցելելու ժամանակ ճանապարհներին կուտակված ցախի բազմաթիվ կույտեր է նկատել: Ու երբ հարցրել է, թե ինչու են դրանք մնացել ճամփեզրին, տեղացիներն ասել են, որ ժամանակին դրանք հավաքել են բրիկետների արատադրամասեր հանձնելու նպատակով, սակայն հետագայում պարզվել է, որ դրանք կա՛մ պետք է անվճար հանձնեն, կա՛մ՝ չնչին գնով:

Ստացվում է, որ Արցախի անտառներն անտառահատման մնացորդներից մաքրելու, անտառներում հրդեհների առաջացման վտանգը կանխելու, բնակչությանը վառելանյութ մատակարարելու և ցածր արժեքով ավելի մեծ ջերմային էներգիա ստանալու այդ վեհ ցանկությունն այդպես էլ մնացել է թղթի վրա և բանկիչները չեն կարողանում նույնիսկ իրենց հավաքած ցախը հանձնելով եկամուտ ստանալ:

Մեր տեղեկություններով՝ 2018 թվականին անասնաբուծության կանոնակարգման և արոտների կառավարման ծրագրի շրջանակներում հանրապետության 5 համայնքներում իրականացվել է թփուտներից և ծառերից արոտավայրերի մաքրում, և շատ համայնքների տարածքներում առկա է հարյուրավոր տոննա հումք, որը, փաստորեն, ըստ համայնքի բնակիչների բրիկետների արտադրամասերին պետք չէ, քանի որ անտառափայտից՝ ավելի փոքր տարածքից ավելի շատ հումք են ստանում, ուստի անտառները մաքրելը այնքան էլ ձեռնտու չէ:

Կարճ ասած, թեև իշխանությունները նման նախագծերը համարում են տնտեսական ձեռքբերումներ և աջ ու ձախ փորձում են հպարտանալ դրանցով, բայց փաստն այն է, որ Արցախում իրականացվող ծրագրերը սովորաբար փաթեթավորվում են տարբեր վեհ նպատակների անվան տակ, որից հետո դառնում են սովորական բիզնես նախագծեր, ինչից ոչ թե ժողովուրդն է օգտվում, այլ իշխանական վերնախավն ու նրանց մոտ կանգնած անձինք:
