«Փաստ» օրաթերթը գրում է

Առաջիկայում տեղի են ունենալու Հայաստանի ազգային պոլիտեխնիկական համալսարանի ռեկտորի ընտրություններ։ Պոլիտեխնիկն ինչպես խորհրդային տարիներին‚ այնպես էլ այսօր Հայաստանի բարձրագույն կրթական համակարգում իր նշանակալի դերն է ունեցել և ունի. այստեղ են դրվում երկրի տեխնոլոգիական համայնքի ձևավորման արմատները‚ այստեղ են կրթվում երկրի տնտեսության մեջ առանցքային դեր կատարող ինժեներական կադրերը։ Ուստի այս խոշորագույն բուհի ռեկտորի ընտրություններն առանցքային նշանակություն ունեն։ Պոլիտեխնիկի ռեկտորի պաշտոնում ընտրվելու համար պայքարելու են մի քանի թեկնածուներ‚ և կարծես թե լուրջ մրցակցություն է սպասվում։ Սակայն որոշակի մտավախություններ առկա են։

Հաշվի առնելով վերջին մեկ-երկու տարիներին մի քանի այլ բուհերի ռեկտորների ընտրությունները՝ կարող ենք փաստել‚ որ ռեկտորի ընտրության չափանիշները մեր երկրում էականորեն փոխվել են և ոչ դեպի լավը‚ ընտրական գործընթացներն էլ շատ դեպքերում տեղի են ունենում խախտումներով‚ աղմկահարույց զարգացումներով ու վիճարկելի արդյունքներով։ Եվ ընտրվում են ռեկտորներ‚ որոնք ընդհանրապես դուրս են բուհի ղեկավարի մասին մեր ստանդարտ պատկերացումներից։ Մենք ապրում ենք մի դարում‚ երբ ամեն ինչ շատ սրընթաց է զարգանում‚ և պոլիտեխնիկն այն բուհն է‚ որտեղ կրթվում է ոչ միայն ներկայի ինժեներատեխնիկական սերուցքը‚ այլև մեր ապագան‚ ապագան բառի բուն իմաստով։

Շատ կարևոր է‚ որպեսզի կարևորագույն այս բուհի ղեկավարի պաշտոնում ընտրվի պրոֆեսիոնալ‚ բանիմաց‚ փորձառու և հայրենասեր մարդ‚ մարդ‚ որ զբաղված կլինի ոչ թե ինտրիգներով‚ կոնյունկտուրայից բխող քաղաքական խաղերով‚ այլ կունենա պետականամետ մտածելակերպ‚ զարգացման տեսլական‚ կկարողանա երիտասարդության հետ աշխատել‚ նրան վարակել նոր գաղափարներով ու զարգացման տեսլականով։ Պոլիտեխնիկի ռեկտորը պետք է կարողանա բուհում ստեղծել մի մթնոլորտ‚ որտեղ առաջնայինը կլինի մասնագետ ու քաղաքացի ձևավորելը‚ կրթական պրոցեսն արդյունավետ կազմակերպելն ու կրթական համակարգում ժամանակակից մտածելակերպով‚ մրցունակ ու բարձրակարգ մասնագետներ ներգրավելը։ Ապագա ռետկորի կարևորագույն խնդիրներից պետք է լինի նաև ներդրումներ բերելը‚ ժամանակակից լաբորատորիաներ‚ ուսումնական‚ գիտահետազոտական կենտրոններ բացելը‚ արտասահմանյան բուհերի‚ հայտնի կենտրոնների հետ կապեր հաստատելը‚ գիտությունը զարգացնելը։

Այս բուհը մեր երկրի համար կենսական ու ռազմավարական նշանակություն ունի։ Պոլիտեխնիկի ռեկտորի ընտրությունը‚ ինչպես նշեցինք‚ առավել քան կարևոր է բուհի‚ ՀՀ կրթական համակարգի‚ տնտեսության համար և ամենայն պատասխանատվությամբ պետք է մոտենալ այս կարևորագույն ընտրությանը։ Հիմք ընդունելով տնտեսության զարգացման համաշխարհային միտումները‚ աշխարհում առկա մրցակցության տարրերը‚ ՀՀ զինված ուժերում տեխնոլոգիական զարգացման Հայաստանի պատկերացումներն ու հեռանկարները՝ մենք չենք կարող մեզ թույլ տալ‚ որպեսզի պոլիտեխնիկում ղեկավարի ոչ փորձառու‚ ոչ բանիմաց‚ շրիշակից ցածր կրթական մակարդակ ու կառավարման ոչ պատշաճ հմտություններ ունեցող մեկը։

Բոլոր որոշումներն այս օրերին‚ այդ թվում ռեկտորի ընտրությունը‚ պետք է բխեն օրվա հրամայականից‚ պետության ապագային տեր կանգնելու վճռականությունից։ Երկիրը միայն բարձրագոչ հայտարարություններով չեն սիրում‚ մեր քայլերը կատարելիս պետք է աչքի առաջ ունենանք հերոս տղաների սխրանքները‚ որոնք կյանքը զոհեցին հանուն լավ ապագայի։ Մենք մեր ընտրությամբ պետք է արժանի լինենք նրանց հիշատակին։
