«Փաստ» օրաթերթը գրում է

Դեռ երկու տարի առաջ լրատվամիջոցներն ու ադեկվատ փորձագետները, քաղաքական գործիչները զգուշացնում էին, որ պետական համակարգը կազմաքանդելու, ավիրելու, «յուրացնելու», իրենով անելու փաշինյանական մարմաջը հասնելու է նաև Մարդու իրավունքների պաշտպանի ինստիտուտին: Այդպես էլ եղավ: Երեկ Նիկոլ Փաշինյանին հաջողվեց իր 68 «նիկոլներով» ՄԻՊ «նշանակել» Քրիստիննե Գրիգորյանին։ Հենց միայն վերջինիս ելույթից (դեռ չենք խոսում նրա «նիկոլապաշտության» և նաև Սևանում նրա հոր հետ կապված միջադեպերի մասին) պարզ է, որ այս թեկնածուն լինելու է ոչ թե Մարդու իրավունքների պաշտպան, այլ հենց իշխանության պաշտպանը՝ փորձելով բոլոր դեպքերում արդարացնել ու ջրից չոր դուրս բերել Նիկոլ Փաշինյանին ու իշխող ՔՊ-ին։ Հեծանիվ չենք հայտնագործի՝ ասելով, որ սա շատ վտանգավոր երևույթ է: Սակայն փաստը մնում է փաստ, որ այդպիսով իրականություն է դառնում Փաշինյանի հերթական երազանքը՝ քանդել, վերջնականապես ավիրել ևս մեկ ինստիտուտ։

Ընդ որում, ինստիտուտ, որը կայացած քիչ կառույցներից մեկն է։ Հայաստանի բոլոր ՄԻՊ-երը, թերևս մեկ մասնակի բացառությամբ, իրենց ներդրումն ու լուման են ունեցել այս կառույցի ձևավորման գործում։ Որքան էլ տարօրինակ հնչի, նույնիսկ ներկայիս արդարադատության նախարար Կարեն Անդրեասյանին հնարավոր չէ համարել անհաջող ՄԻՊ։ Ինչ վերաբերում է Արման Թաթոյանին, ապա նա ՄԻՊ-ի համար՝ որպես անկախ ինստիտուտի, այնպիսի նշաձող սահմանեց, որ շատ դժվար է լինելու դա պահելը։ Բայց իշխանությունների համար այդ նշաձողը պահելու հարցը չէ կարևոր, այլ ընդհակառակը՝ այն մինչև վերջ քանդելը, որպեսզի արդյունքում ՄԻՊ-ը վերածվի Նիկոլին կից կառույցի։ Հիմա արդեն ակնհայտ է, որ հենց այդպես էլ լինելու է, քանի, ինչպես արդեն նշեցինք, եթե ոչինչ հաշվի չառնենք, այդ մասին վկայում է հենց միայն թեկուզ ՄԻՊ-ի իշխանական թեկնածու Քրիստիննե Գրիգորյանի ելույթը, որի հիմնական մեխը կարելի է ամփոփել այն ձևակերպման մեջ, որ ՄԻՊ-ը ոչ մի դեպքում չպետք է լինի իշխանությունների ընդդիմախոսը։

Սրանով նա ցույց է տալիս, որ փաստացի լինելու է իշխանությունների ենթական ու կամակատարը։ Սակայն անկախ գործունեության դաշտ ունեցող ՄԻՊ-ի գոյությունն առաջին հերթին ենթադրում է, որ իր անաչառությամբ ՄԻՊ-ը պետք է զսպի իշխանությունների կամայականությունները։ Ու, բնականաբար, շատ դեպքերում ՄԻՊ-ի գործունեությունը կարող է հաճո չլինել իշխանություններին։ Ավելին, եթե հաճո եղավ, ուրեմն ՄԻՊ-ն իր տեղում չէ: Իսկ ի՞նչ են ուզում այս իշխանությունները: Միայն մեկ բան. որ բոլոր ինստիտուտները ենթարկվեն մեկ անձի ու կատարեն նրա բոլոր ցանկությունները: Ավելին, օրինակ՝ Արման Թաթոյանի գործունեության դեպքում իշխանություններին դուր չէր գալիս նաև այն, որ վերջինս տարբեր ելույթների ու զեկույցների տեսքով ներկայացնում էր թշնամու կողմից հայ գերիների ու սահմանամերձ բնակավայրերի բնակիչների իրավունքների կոպիտ խախտման դեպքերը։ Եվ փոխանակ իշխող ուժի ներկայացուցիչները ժողովրդավարության ու մարդու իրավունքների պաշտպանության առումով առավելություն համարեին ՄԻՊ-ի այս կեցվածքն ու աշխատանքը, ընդհակառակը, Ադրբեջանին հաճոյանալու համար սկսեցին հակադրվել ՄԻՊ-ին նաև այս թեմայով։

Բացի դրանից, իշխանությունները մեծ խանդով են ընդունում այն հանգամանքը, որ մինչ այս ընթացքում իրենք անգործության էին մատնված կամ իրենց «գործունեությամբ» ավելի ու ավելի մեծ վնաս էին տալիս երկրին, ՄԻՊ-ն աշխատում էր։ Աշխատում էր՝ լինելով հայամետության ու հայաստանամետության դաշտում: Եվ ՄԻՊ-ի ակտիվ աշխատանքի ու խնդիրները վեր հանելու արդյունքում այս կառույցի հեղինակությունն անընդհատ բարձրանում էր, իսկ իշխանությունների վարկանիշն անընդհատ ընկնում էր։ Հասկանալի է, չէ՞, թե դրանից ինչ տվայտանքների մեջ էր ընկնում Նիկոլ Փաշինյանը: Իսկ հիմա ամեն ինչ կլինի «օքեյ». իրենց «սրտի» ՄԻՊ-ն ուղղակի լինելու է Նիկոլի ու նրա իշխանության պաշտպանը, որի արդյունքում, ցավոք, այն՝ որպես անկախ կառույց, որպես ինստիտուտ, դադարելու է գոյություն ունենալուց ու վերածվելու է գործադիր իշխանության երկրորդական ստորաբաժանման։ Դեռ չընտրված՝ Հայաստանում քաղբանտարկյալ չլինելու մասին անվերապահ հայտարարությունը՝ վկա...
