Երկուշաբթի դեկտեմբերի 1-ի առավոտյան բանկերի մասնաճյուղերում և փոխանակման կետերում փոխարժեքը կտրուկ փոխվեց` 1 դոլարի դիմաց կազմելով միջինը 445 դրամ առքը, 460 դրամ վաճառքը: Սա այն դեպքում, երբ նոյեմբերի 24-ին դրամի կտրուկ` 16 դրամով արժեզրկումից և 1 դոլարի դիմաց 435 դրամի հասնելուց հետո, հաջորդ օրերին փոխարժեքը գտնվում էր 435-440 դրամի միջակայքում:
Ուրբաթ օրը ՆԱՍԴԱՔ ՕԷՄԷՔՍ ԱՐՄԵՆԻԱ ֆոնդային բորսայում նույնպես դոլարը վաճառվել էր 438 դրամով: Ընդ որում, բորսայում վաճառքի ծավալները ոչ մի կերպ չէին տարբերվում միջին օրական վաճառքի ցուցանիշներից: Սակայն, ինչպես արդեն նշեցինք, հանգստյան օրերին հաջորդող երկուշաբթի, երբ ֆոնդային բորսայում դեռևս գործարքներ չէին եղել և միջին կշռված փոխարժեք չէր ձևավորվել, բանկերի մասնաճյուղերում և փոխանակման կետերում փոխարժեքը ևս մեկ կտրուկ ցնցում ունեցավ, հասնելով վերևում նշված ցուցանիշներին:
Առաջին տպավորությամբ երկուշաբթի օրը ֆինանսական շուկայում տեղի ունեցածը սուբյեկտիվ պատճառներ ունի: Իրադարձությունների տրամաբանությանը հետևելով, ևս նույն եզրակացությունն է ստացվում: Բանն այն է, որ միջազգային շուկայում փոխարժեքների կտրուկ տատանում այդ օրերին տեղի չունեցավ: Հայաստանում նույնպես այդ օրերին էական ոչ մի իրադարձություն չեղավ, որ կարող էր նման կտրուկ տատնման պատճառ դառնալ:
Այդ դեպքում ինչո՞վ էր պայմանավորված երկուշաբթի օրը բանկերում ու փոխանակման կետերում փոխարժեքի նման կտրուկ փոփոխությունը: Ընդ որում, առքի (միջինը 445 դրամ) և վաճառքի (միջինը 460 դրամ) մեծ տարբերությունից ենթադրվում էր, որ ավելի մեծ արժեզրկման սպասումներ կառաջանան բնակչության մոտ, մարդիկ զանգվածաբար կնետվեն դոլար գնելու, ինչը նշանակում էր, որ դոլարի վաճառքն այդ օրը բավականին բարձր շահույթներ էր ապահովելու: Ինչը և տեղի ունեցավ:
Բանկերն այդ օրը բավականին լուրջ շահույթ ունեցան արտարժույթի` նախորդ օրերին էապես ցածր գնով բորսայից ձեռք բերած դոլարի վաճառքով: Եթե փոխարժեքի կտրուկ բարձրացումը պայմանավորված լիներ շուկայական գործոններով, ապա գոնե նույն օրը դոլար վաճառքի մեծ ծավալներ կգրանցվեին նաև ֆոնդային բորսայում: Մինչդեռ այդ օրը բորսայում ընդհանրապես առք ու վաճառք չեղավ: Այսինքն, բանկերն ու փոխանակման կետերը դոլար ձեռք բերելու կարիք չունեին, նրանց այդ պահին ունեցածը բավարար էր, որն էլ վաճառվում էր առավելագույն բարձր գնով: Իսկ ինչո՞վ էր զբաղված Կենտրոնական բանկը: Կենտրոնական բանկը օրվա վերջին հանդես եկավ հայտարարությամբ, նշելով, որ փոխարժեքի մեծ տատանումները «կրում են կարճաժամկետ բնույթ», կոչ անելով «զերծ մնալ արժութային սպեկուլյացիաներից և անհարկի փոխարկումներից, քանի որ փոխարժեքի նման տատանողական վարքագծի պարագայում, դրանք իրենց մեջ կրում են բարձր ռիսկեր և ակնկալվող օգուտի փոխարեն կարող են հանգեցնել զգալի վնասների»:
Դժվար չէ ենթադրել, որ այդ ուշացած կոչը նույն օրը ոչինչ չփոխեց, քանի որ նման հայտարարություններ պետք է արվեն կանխելու համար խուճապային տրամադրությունները: Բացի դրանից, ԿԲ-ն պետք է թույլ չտար իր իսկ մատնանշած արժութային սպեկուլյացիաները, որոնք իրականացրեցին առաջին հերթին հայաստանյան բանկերը: Արդեն դեկտեմբերի 3-ին փոխարժեքը բանկերի մասնաճյուղերում կայունացել է առքուվաճառքի 439-442,5 դրամ 1 դոլարի դիմաց ցուցանիշի շուրջ:
Ընդ որում, դոլարը վաճառվում է որոշ սահմանափակումներով` ժամային կամ ծավալային: ԿԲ-ն, փաստորեն, ուշացումով բանկերին պարտադրել է զերծ մնալ նախորդ օրվա գործելաոճից, քանի որ այն շարունակվելու դեպքում լուրջ բարդություններ կունենանք ոչ միան ֆինանսական շուկայում, այլ տնտեսության մեջ և սոցիալական ոլորտում ընդհանրապես, իսկ երկարաժամկետ առումով հայկական դրամի հեղինակությունը էլի ավելի կտուժի և դոլարիզացիայի մակարդակը ավելի կբարձրանա:
Դրա վնասակար հետևանքների մասին բազմիցս Հայաստանին զգուշացրել են նաև միջազգային ֆինանսական կազմակերպությունները: Դոլար-դրամի իրական, շուկայում ձևավորված իրավիճակին համապատասխանող փոխարժեքը մասնագետների և ոլորտի պատասխանատուների գնահատմամբ` 440 դրամ 1 դոլարի դիմաց միջակայքն է:
