Ամիսներ առաջ Հյուսիսատլանտյան դաշինքի մի շարք երկրներ Ամերիկայի Միացյալ Նահանգների գլխավորությամբ գործի դրեցին պատժամիջոցների փաթեթ, որն ուղղված էր Ռուսաստանի Դաշնության դեմ: Այս փաթեթը կապված էր ուկրաինական ճգնաժամում Ռուսաստանի որդեգրած դիրքորոշման հետ: Շրջանցելով այս ամենի քաղաքական և ռազմավարական կողմերը՝ կանգ առնենք տնտեսական ասպեկտների վրա: Ի վերջո, ի՞նչ է իրենից ներկայացնում այդ պատժամիջոցների փաթեթը, և ի՞նչ ազդեցություն այն կունենա ՌԴ տնտեսության վրա:
Նախ նշենք, որ տվյալ պատժամիջոցները չեն տարածվում բոլոր ոլորտների վրա, դրանք չեն վերաբերում տնտեսության որոշ ճյուղերին. գիտության, տիեզերագնացության, կրթության և մի շարք այլ ոլորտներում համագործակցությունը շարունակվում է անփոփոխ մակարդակով: Պատժամիջոցները վերաբերում են մի շարք ապրանքատեսակների արտահանման կամ ներմուծման քվոտավորմանը (սահմանափակմանը): Այսինքն` ԵՄ-ն և մի շարք այլ ամերիկամետ երկրներ էմբարգո (արգելանք) են դրել ռուսական որոշ ապրանքների ներմուծման վրա, ինչպես նաև դադարեցրել են որոշ ապրանքների արտահանումը: Որպես օրինակ` Գերմանիան դադարեցրել է Ռուսատանից գյուղմթերքների ներկրումը, ինչպես նաև ոստիկանության համար նախատեսված որոշ միջոցների արտահանումը:
Դիտարկենք այս վերջին օրինակի դրական և բացասական կողմերը. դեկտեմբերին ունեցած իր ելույթներից մեկում Գերմանիայի կանցլեր Անգելա Մերկելը խիստ դեմ արտահայտվեց պատժամիջոցներին՝ փաստելով այն հանգամանքը, որ միայն նշյալ էմբարգոյի պատճառով Գերմանիայի տնտեսությունը կկրի շուրջ 6 միլիարդ դոլարի վնաս (այսքան միայն այս ոլորտում): Այս ամենին է գումարվում նաև պահանջարկի կրճատումը, որն իր հետևից կբերի գործազրկության մակարդակի ավելացման և շղթայական առաջացող մի շարք այլ խնդիրների:
Այժմ այս պատժամիջոցները դիտարկենք Ռուսաստանի տեսանկյունից. ՌԴ-ն Խորհրդային Միության տարիներից ժառանգություն է ստացել փակ սովետական տնտեսության հսկայական պոտենցիալը: Այս պետությունը նաև անսահմանափակ ռեսուրսային բազա ունի, որի հիմքի վրա հնարավոր է կազմակերպել ցանկացած տիպի արտադրություն: Այսինքն` արևմտյան երկրները, էմբարգո դնելով Ռուսաստանի ապրանքների արտահանման վրա, ավտոմատ կերպով խթանում են տնտեսության համապատասխան ոլորտների կտրուկ զարգացումը, քանի որ հսկայական ռեսուրսներ ունեցող Ռուսաստանն այս ներքին շուկայում եղած պահանջարկի բացը լրացնելու է իր ներքին ռեսուրսների հաշվին, որի համար կստեղծվեն նոր ձեռնարկություններ, նոր աշխատատեղեր:
Այս ամենից գալիս ենք այն եզրահանգմանը, որ Ռուսաստանի նման հզոր պոտենցիալով երկիրը, որ ունի հզոր արդյունաբերական և ռազմարդյունաբերական, արտադրական և գիտատեխնիկական համալիր, ի զորու է իր երկրի ներսում արտադրել ցանկացած ապրանքատեսակ և սպառնալ նրան այս կամ այն ապրանքատեսակի ներմուծման համար՝ սահմանելով էմբարգո, պարզապես զավեշտալի է: Վաղ թե ուշ, այդ պայմաններում ՌԴ տնտեսությունը ամբողջապես ի զորու է լինելու սպասարկել իր ներքին պահանջարկը, մինչդեռ պատժամիջոցներ կիրառող երկրների տնտեսությունը շատ ու շատ բնագավառներում ուղղակի կախվածության մեջ է Ռուսաստանից, թեկուզ հենց ռուսական գազը:
Այսպիսով` պարզ է դառնում, որ կիրառվող պատժամիջոցները, թեև, կարճաժամկետ ժամանակահատվածում ունենալու են դրական քաղաքական և հոգեբանական առավելություններ, սակայն երկարաժամկետում դրանք միայն նպաստելու են Ռուսաստանի տնտեսական զարգացմանն ու հզորացմանը:
